The management system of Xinjiang Production and Construction Corps mainly includes corps, divisions and regiments. Corps and divisions have three main positions: first political commissar, political commissar, commander or division commander. The headquarters of the Corps is located in Urumqi. It moved to Shihezi and then moved back to Urumqi.
The first political commissar of the Corps was Zhang Chunxian, Party Secretary of Xinjiang Autonomous Region. The party secretary and political commissar of the Corps concurrently serve as the deputy secretary of the Party committee of the autonomous region. They are directly appointed by the Central Committee of the Communist Party of China and the State Council, and the party level is a member of the Central Committee. The current political commissar of the Corps is Che Jun and the commander is Hua.
The normal colleges of the Corps correspond to the regional administrative center of the autonomous region, and the corresponding prefectural party committee secretary concurrently serves as the first political commissar of the division. There are also full-time political commissar and teachers in the division.
Regimental units of the Corps include farms, pastures, etc. Generally referred to as "farming and animal husbandry group", the administrative level is county level. Group fields are numbered. The Fourth Division implemented the system of integration of division and city, such as Shihezi City (established in 1957, one of the earliest cities in Xinjiang, and now the second largest city in Xinjiang), and then established wujiaqu city, Tumushuke City and Aral City according to the Shihezi model. These four cities are all county-level cities.
There are three levels of public security bureaus, procuratorates and courts in the reclamation areas where the Corps headquarters, divisions, divisions and corps are concentrated, such as the Corps Public Security Bureau-the Eighth Agricultural Division Public Security Bureau-the Xiayedi Reclamation Area Public Security Bureau, the Corps Public Security Bureau-Shihezi Public Security Bureau (the Eighth Agricultural Division Public Security Bureau)-except the urban branch bureau.
Since 1980s, the Armed Company of the Corps has been reorganized into the Armed Police Force and the Xinjiang Production and Construction Corps Command and its subordinate detachments, brigades and squadrons. The military department of the Corps established at the deputy corps level performs the duties and powers of the provincial military region, namely, military service mobilization, reserve formation, militia work, etc. Corps militia emergency detachment is an important force to maintain stability and deal with emergencies in Xinjiang.
Xinjiang Production and Construction Corps personnel are mostly transferred from the First Corps and the 22nd Corps of the First Field Army of the Chinese People's Liberation Army. At present, the Corps consists of 14 division (including 1 construction engineering) and 185 farming and animal husbandry group (including1/construction engineering group), and the flower planting areas are distributed in the whole autonomous region, located in the wasteland before 1950. In 2003, the total population of XPCC was about 2,480,500, including 2 1.800 Han people.
First Agricultural Division: Established in 1953, mainly distributed in Aksu area, with division headquarters in Aksu City and Aral City. Formerly known as the Fifth Infantry Division of the Second Army of the First Corps, it is the Sixth Army of the Second Army of the Chinese Workers and Peasants Red Army and the 359 Brigade of the 18th Army of the National Revolutionary Army 120 Division. It is famous for "being born in Jinggangshan, growing up in Nanniwan, fighting Wan Li and settling in Tianshan Mountain".
Second Agricultural Division: Established in 1953, mainly distributed in Bayinguoleng Mongolian Autonomous Prefecture, with division headquarters in Korla, formerly known as the Sixth Infantry Division of the Second Army of the First Corps.
Third Agricultural Division: founded in 1966, mainly distributed in Kashgar, with divisions in Kashgar and Tumushuk, formerly known as the 14th Infantry Division of the Fifth Army of the First Corps.
Fourth Agricultural Division: Founded in 1953, it is mainly distributed in the former Ili area, directly under Ili Kazakh Autonomous Prefecture, with its division headquarters in Yining City, and formerly known as the 15th Infantry Division of the Fifth Army of the First Corps.
Fifth Agricultural Division: Founded in 1953, it is mainly distributed in Bortala Mongolian Autonomous Prefecture, and its division headquarters is in Bole City, formerly known as the 16th Infantry Division of the Sixth Army of the First Corps.
Sixth Agricultural Division: Established in 1953, mainly distributed in Changji Hui Autonomous Prefecture, and the division headquarters is integrated with the division city of wujiaqu city. Formerly known as the 17th Infantry Division of the Sixth Army of the First Corps of the New Fourth Army of the Northwest Field Army.
No.7 Agricultural Division: established in 1953, mainly distributed near Kuitun, with the division headquarters in Kuitun City and Kuibei New District of Kuitun City. Formerly known as the 25th Infantry Division of the 9th Army of the 22nd Corps.
Eighth Agricultural Division: Founded in 1953, it is mainly distributed near Shihezi, and its division headquarters is located in Shihezi City. The division headquarters is integrated with the division headquarters of Shihezi City, formerly known as the 26th Division of the 9th Infantry of the 22nd Corps.
Agricultural Ninth Division: Founded in 1962, it is mainly distributed in the northern border area of Tacheng area in Yili Kazakh Autonomous Prefecture. Its division headquarters is located in emin county, formerly known as the 27th Division of the Ninth Infantry of the 22nd Corps.
10th Agricultural Division: Founded in 1959, it is mainly distributed in Altay region of Yili Kazakh Autonomous Prefecture, and its division headquarters is located in Beitun Town of Altay City, formerly known as the 7th Cavalry Division of the 22nd Corps.
Architectural Engineer: Established in 1953, mainly engaged in industrial and engineering construction, with the division headquarters located in Urumqi, formerly known as the Eighth Division of Cavalry of the 22nd Corps.
The 12th Agricultural Division: the former Urumqi Farm Administration Bureau was established in 1982 and renamed as its current name in 200 1. It is mainly distributed in Urumqi, and the division headquarters is located in Urumqi.
13th Agricultural Division: The original Hami Farm Administration was established in 1982, and changed to its current name in 20001,mainly distributed in Hami area, and the division headquarters is located in Hami city.
The 14th No.1 Agricultural Division: the former Hotan Farm Administration Bureau was founded in1982,2001and renamed as its current name, mainly distributed in Hotan area, with the division headquarters located in Hotan City.
Group 222: 0959 65438+65438+ 10/9. Its predecessor was the cadre brigade of the Sixth Agricultural Division of the Corps, located at the foot of the world-famous Tianchi Lake in Xinjiang. Beiting Town is 72km away from Urumqi downtown and18km away from fukang city downtown. Tuwu Expressway passes through the vicinity of the regiment, and the traffic is very convenient. The group has a total land area of 326,000 mu. At the end of 2009, the total population was 1 1872, with 2,900 employees. Now it is the only regiment directly under the Corps.
