I don't think so, but 100% is a fake Taoist. As early as 1983, both the Chinese Buddhist Association and the Taoist Association clearly stipulated (I forget whether it was published by 1983 or 1986) that religious activities such as charity should not be held outside in any name. In other words, as long as it is a Taoist or monk on the roadside, it must be fake.
