The man who beheaded in his dream was Wei Zhi, the prime minister of the Tang Dynasty.
The novel The Journey to the West records the story of Wei Zhi dreaming of beheading the dragon king. The story goes like this:

King Jinghe doesn't believe it. Later, it was clearly written on the jade emperor's decree: the clouds cleared at dawn, thunder rumbled at dusk, it rained at noon and it didn't stop at noon.
