According to Zhang Zhijian, deputy director of the Legal Affairs Committee of the Beijing Municipal People's Congress, Article 19 of the "Regulations (Draft)" clearly stipulates that "activities such as divination, fortune-telling, fortune-telling, divination, exorcism and medical treatment are not allowed in religious activities." This provision was opposed by some members, who believed that the above-mentioned behavior was allowed in religious teachings, and if prohibited, it might interfere with normal religious activities. On the other hand, carrying out these activities in places of religious activities has little negative impact on society, and there is no need to make mandatory provisions in laws and regulations. Therefore, the religious law passed today deleted this clause.

In addition, Beijing will also allow citizens to operate religious artworks, religious articles and religious publications outside religious activities, and allow religious groups to set up religious colleges and training courses in accordance with relevant regulations. At the same time, the law also stipulates the scope of religious activities, the protection of religious property, the principles of foreign-related religious affairs and so on.
