Chapter I General Provisions Article 1 In order to meet the needs of the development of the socialist market economy, strengthen the management of urban fairs, and protect the legitimate rights and interests of producers, operators and consumers, these Measures are formulated in accordance with the "Measures for the Administration of Urban and Rural Fair Trade" of the State Council and relevant laws and regulations, combined with the actual situation of our city. Article 2 The term "urban bazaars" as mentioned in these Measures refers to wholesale and retail markets, trading points, morning markets and night markets established in Chang 'an District, Qiaodong District, qiaoxi district, Xinhua District, suburbs and high-tech industrial development zones with the approval of the municipal government. Article 3 The management of bazaars shall adhere to the principles of promoting circulation, prospering economy, facilitating the masses and managing according to law. Article 4 All units and individuals engaged in market activities in the urban areas of this Municipality shall abide by these Measures. Article 6 The administrative department for industry and commerce is the competent department of bazaars, and is responsible for the unified supervision and management of bazaars. Tax, price, health, technical supervision, culture, public security and other relevant departments shall, in accordance with their statutory duties and under the unified coordination of the competent departments, manage related activities in the bazaars. Chapter II Planning and Construction Article 7 The establishment of bazaars shall be incorporated into the overall planning of urban construction, with overall arrangement and reasonable layout, and shall not affect traffic and city appearance. Article 8 The establishment of bazaars shall be put forward by the organizer, and after being audited by the planning and industrial and commercial administrative departments, plans shall be formulated and reported to the municipal government for approval. The market opened shall be registered by the administrative department for industry and commerce. Ninth markets must set up signs, city cards, fair ruler, fair scale, publicity column, supervision desk, garbage bins, public toilets.

In large markets with more than 100 fixed operators and more than 500 mobile vendors, market management institutions must be established. At the same time, management services such as police station, tax office, financial service office and market service department can be set up according to the needs, and necessary safety fire control facilities can be configured. Article 10 No unit or individual may damage or occupy the public facilities and commercial service facilities of bazaars. Eleventh units and individuals that have been approved to build permanent commercial facilities in bazaars can only be used for business and may not be used for other purposes. Chapter III Operation and Trade Article 12 Any unit or individual that enters the bazaar for operation must hold relevant certificates, register with the industrial and commercial administration and tax authorities, operate in accordance with the designated place, approved business scope and mode of operation, set up a fixed booth, and only be allowed to hang a showdown and wear uniform signs. Thirteenth agricultural and sideline products, industrial products, in addition to national and provincial regulations are not allowed to be listed, can be listed. Fourteenth the sale of large livestock, must hold the certificate of the villagers' committee, and abide by the provisions of the state on livestock quarantine. Fifteenth sales of measuring instruments, must hold a certificate of technical supervision department.

Article 19 The listed commodities shall be clearly marked in accordance with regulations. For the commodities with stipulated quotation by the state, province and city, the stipulated quotation shall be implemented; Commodities with floating prices and maximum prices shall not exceed the floating prices and maximum prices; The state liberalizes commodity prices, goes with the market, and buyers and sellers bargain. Article 20 Operators entering bazaars shall abide by laws and regulations, obey management, operate in a civilized manner, trade fairly, and pay taxes and fees according to law. Twenty-first commodity transactions must use legal units of measurement and standard measuring instruments. Twenty-second the following items are not allowed to be listed:

(a) reactionary printed matter, audio-visual products and other illegal publications;

(two) toxic, harmful, rotten food and poultry, livestock, aquatic products and their products that died of illness, poisoning or unknown cause, as well as food that is not allowed to be operated according to national and provincial regulations;

(3) Drugs other than Chinese herbal medicines. Where laws and regulations provide otherwise, such provisions shall prevail;

(four) other projects that are not allowed to be listed according to national and provincial regulations. Twenty-third gambling, word testing and fortune telling are strictly prohibited. Chapter IV Management and Services Article 26 The management department of bazaars shall strengthen the publicity, education, supervision and inspection of relevant laws, regulations, rules and policies, and provide various forms of services such as information consultation to promote the healthy development of bazaars.
