Article 3 These Measures shall apply to the management of militia equipment warehouses in counties (cities, municipal districts and special zones, the same below), militia arsenals (rooms) in townships, towns, enterprises and institutions (hereinafter referred to as grass-roots units), militia military training and combat readiness weapons within the administrative region of this province. Fourth China People's Liberation Army Guizhou Military Region (hereinafter referred to as the provincial military region) is responsible for the management of militia weapons and equipment in this province. Fifth people's governments at all levels must strengthen their leadership over the management of militia weapons and equipment, and make overall arrangements, supervise and inspect the management of militia weapons and equipment. Chapter II Facilities of the County Militia Equipment Warehouse Article 6 The establishment of the County Militia Equipment Warehouse must meet the requirements of combat readiness, safety and technology, with proper site selection and independent setting; Handle water, electricity, roads and telephones. Article 11 A fire pool with a water storage capacity of more than 20 cubic meters, a fire bunker with a sand storage capacity of more than 5 cubic meters, and a shed equipped with fire fighting tools such as fire axe, hook, bucket and fire extinguisher shall be set up in the reservoir area. Twelfth signs such as no fireworks should be set at the entrance of the technical zone, and the warehouse discipline and instructions for warehouse personnel should be announced; Set the guard on duty, warehouse personnel registration, duty registration, leadership inspection registration and material warehousing registration in the guard duty room; The office has warehouse management regulations and the responsibility of the keeper. Chapter III Management of County Militia Equipment Warehouse Article 13 County Militia Equipment Warehouse shall be managed in an institutionalized and standardized way. The storage and custody of militia weapons and ammunition must ensure the quality and safety, so as not to rust, mildew, lose, damage, be bitten by rats, be eaten by insects, make mistakes or accidents. Article 14 the security system:

(a) the person in charge of the county people's Armed Forces Department (hereinafter referred to as the People's Armed Forces Department) must regularly educate the relevant personnel on safety management and regularly check the safety work;

(two) the establishment of cadres on duty and leading cadres on duty, outbound inspection system, warehousing, security personnel must be on duty day and night, to ensure that the warehouse is not out of control;

(three) the warehouse must establish a joint defense organization, and formulate plans to prevent looting, theft, explosion, fire and flood control;

(four) in the reservoir area and its vicinity shall not endanger the safety of the warehouse and harmful inventory equipment operations, there shall be no tall grass, water and debris within 5 meters around the warehouse;

(5) It is forbidden to store inflammable and explosive articles in the warehouse;

(six) the operation in the warehouse must strictly abide by the operating rules, and it is strictly forbidden to play with and disassemble ammunition. It is forbidden to throw, collide or drag ammunition when transporting it, and the power supply should be cut off in time when leaving the library;

(seven) fireworks are strictly prohibited in the technical area, and photography, video recording, sightseeing, surveying and mapping and unreasonable discharge are not allowed;

(eight) irrelevant personnel are strictly prohibited from entering the equipment warehouse;

(nine) in the event of an accident, the scene should be protected, the cause should be found out and reported in time. The fifteenth column, storage system:

(a) inspection of the warehouse must be approved by the person in charge of the county people's Armed Forces Department;

(2) Warehousing personnel must abide by the rules and regulations of the warehouse, accept inspection, perform registration procedures, and are prohibited from carrying inflammable, explosive and ignition articles;

(three) weapons and ammunition in and out of the warehouse, there must be allocation procedures, indicating the type, model, quantity, quality and important items;

(4) When entering and leaving the warehouse, two people must unlock and lock at the same time. Article 16 Trusteeship system:

(a) weapons and ammunition must be stored separately, according to different types, models, production factories, batches (date of manufacture), specifications and grades, so that "one pad and five unreliable" can be achieved, and a stack (rack) card (sign) is marked;

(two) scattered ammunition should be classified into cabinets (boxes) and locked, and pistols should be locked;

(3) Weapons and ammunition should be handled with care during loading, unloading, handling and palletizing, and should be stacked, arranged and placed in a stable and orderly manner. Accessories should be palletized once every six months, and ammunition and boxed weapons should be palletized once every two years. Seventeenth guards on duty system:

(a) the warehouse must have a special person on duty day and night, not less than 2 people during the day and not less than 4 people at night (1 cadre);

(2) The warehouse personnel must register and check the safety;

(3) Timely stop activities in and around the reservoir area that may endanger the safety of the warehouse;

(four) the guards on duty at night should stand guard and patrol regularly, and deal with any abnormality in time.
