A correct understanding of the relationship between county and township people's congresses is of great significance for correctly guiding the work of township people's congresses. We believe that a comprehensive and accurate understanding of the relationship between county and township people's congresses should be the following three relationships.
The first is the legal supervision relationship. Paragraph 1 and paragraph 7 of Article 44 of the Local Organization Law stipulates that local people's congresses at various levels must ensure that the Constitution, laws, administrative regulations and resolutions and decisions of the people's congresses at higher levels and their standing committees are observed and implemented within their respective administrative areas, and the standing committees of the people's congresses at higher levels may revoke inappropriate resolutions of the people's congresses at lower levels and their standing committees. This provision of the local organization law establishes the legal supervision relationship between the lower and higher people's congresses. This supervision relationship is obviously different from the relationship between work and business guidance, and it has the binding effect of law.
The second is the leadership relationship in the general election work. Our understanding of county and township people's congresses is not a simple business guidance relationship, but an organizational leadership relationship. Article 7 of the Electoral Law stipulates: "Cities without districts, municipal districts, counties, autonomous counties, townships, nationality townships and towns shall set up election committees to preside over the elections of the people's congresses at the corresponding levels. The election committees of cities not divided into districts, municipal districts, counties and autonomous counties are under the leadership of the standing committees of the people's congresses at the corresponding levels. The election committees of townships, nationality townships and towns are under the leadership of the standing committees of the people's congresses of cities, municipal districts, counties and autonomous counties not divided into districts. " This provision of the electoral law clearly establishes the organizational leadership relationship between the county and township people's congresses in the general election. If it is only understood as a guiding relationship at work, it will not be conducive to doing a good job in the general election according to law.
The third is the relationship between work and business. In daily work, the work contact and business guidance between county and township people's congresses are very extensive and become an important part of the daily work of county and township people's congresses. Township people's congresses are looking forward to more contact and guidance from the Standing Committee of the County People's Congress in many aspects of their work, and the Standing Committee of the County People's Congress has also actively strengthened the contact and guidance for the work of township people's congresses. This close relationship and guidance naturally formed in practice. Strengthening the contact between county and township people's congresses is conducive to doing well the work of people's congresses, strengthening the construction of grass-roots political power and promoting the construction of democracy and legal system.

In this issue, we organized the chairmen and vice-chairmen of township people's congresses throughout the county to conduct a three-day business training in 2003. According to the great changes in the chairmen and vice-chairmen of township people's congresses last year and this year, the Standing Committee of the County People's Congress decided to organize a two-day intensive training for the chairmen and vice-chairmen of the National People's Congress again in May this year. Through intensive training, the overall level of the work of township people's congresses can be improved systematically and comprehensively. The second is to grasp the system and conduct standardized guidance. System construction has two aspects. On the one hand, the guidance of the county people's congress standing Committee on the work of township people's congresses should be institutionalized and standardized. In the past, our approach was to standardize the guidance for the work of township people's congresses from the following three aspects. (1) The work of township people's congresses will be included in the annual work points of the Standing Committee; (2) Convene meetings of chairmen of township people's congresses on a regular basis, usually a special meeting of chairmen of people's congresses every quarter to exchange information and study and deploy the next step; (3) clear guidance, with the director, deputy director and office director of the Standing Committee of the National People's Congress to determine the work system of township people's congresses. The township people's congresses organize meetings or hold large-scale activities, and the leaders must be present. On the other hand, we attach great importance to the system construction of township people's congresses. In guiding the people in towns and villages to strengthen the system construction, we have been paying attention to it for many years and checking it one by one.
After years of active efforts, township people's congresses have generally established and improved a set of relatively perfect working systems, such as the Rules of Procedure of the People's Congress, the presidium meeting system, the visiting representative system, the representative group activity system, the representative suggestions, criticisms and opinions handling system, the reception day system for presidium members, and the file system. The establishment and improvement of these systems are of great significance to further development. The third is to grasp the meeting and conduct procedural guidance. Grasping the meeting is mainly to grasp the township people's congress to hold the annual township people's congress in accordance with laws and procedures. The Standing Committee of the County People's Congress shall send interrelated responsible persons to attend the meeting as nonvoting delegates and give specific guidance. The Standing Committee of the County People's Congress established the working publication Ningxiang People's Congress, arranged and deployed the work of township people's congresses at various stages, put forward guiding opinions, collected and introduced some good practices and models of township people's congresses in time, and enhanced the timeliness and pertinence of guidance. The fifth is to grasp the pilot and do typical guidance. On the basis of comprehensively strengthening the guidance for the work of township people's congresses, it is necessary for the National People's Congress Standing Committee (NPCSC) to do a good job in a pilot project in an all-round way and use successful experiences and practices for typical guidance. The year before last, we caught the pilot project of "I am elected as the representative and I am the representative of the people" in Shuangjiangkou Town. Last year, through the pilot work of Shuangjiangkou Town's activity of striving for Excellence, it promoted the extensive and in-depth development of this activity in all towns and villages of the county and had a good influence in the county. A large number of outstanding representatives who actively lead the people to build a well-off society, selfless dedication and love social welfare have emerged in the county. In order to consolidate the results of this activity, the Standing Committee of the County People's Congress decided to carry out the selection of "Top Ten" outstanding county people's congress representatives in the county this year, and the selected "Top Ten" outstanding county people's congress representatives will be commended and rewarded at the preparatory meeting of the county people's congress next year. Last year, in Dachengqiao Township, the county and township people's congress deputies were arrested to conduct a pilot work of debriefing and appraisal activities to voters, and relatively successful experience was obtained. The Standing Committee of the County People's Congress has decided that this work will be fully carried out in 35 townships throughout the county this year.
Third, how to help the township people's congress improve its status depends on the work of the chairman of the township people's congress. As the saying goes, only those who have a career can have a place, and fruitful work performance is the key to improving their status, and internal factors play a decisive role. However, the role of external factors is undeniable. External factors mainly rely on the active efforts of the county people's congress standing Committee. First, do a good job in organizational construction. Grasping the construction of cadres of township people's congresses is the organizational guarantee for doing well the work of township people's congresses. 1995, when we withdrew from the district and merged with the township, on the basis of learning from foreign experience, we promptly proposed that the county party committee should have 35 chairmen and vice-chairmen of township people's congresses, and the chairmen of the people's congresses should serve as deputy secretaries in the party committees at the same level, which played a positive and important role in improving the status of township people's congresses. The second is to help the chairmen and vice-chairmen of township people's congresses fight for political status. Through the active efforts of the county people's congress standing Committee, the political status of the chairman and vice chairman of the township people's congress has been significantly improved. The chairman of the township people's congress has been affirmed as one of the three leaders of the township team. The chairman and vice-chairman of the National People's Congress are treated equally with other members of the Changzheng leadership team in the annual evaluation awards, and a certain proportion of the chairman of the National People's Congress in the three leadership evaluation awards is clarified. It is no longer a phenomenon that the vice chairman of the township people's congress can't get in. In recent years, four chairmen have been elected in our county. 1 was elected secretary of the Party committee, and three were elected township heads. The third is to help the chairman of the township people's congress to relieve his worries and establish the idea of loving the work of the township people's congress with peace of mind. According to the special situation that most of the chairmen of township people's congresses are older and have been holding the main leadership positions in townships at the grassroots level, we suggest that the county party Committee make proper arrangements for the chairmen of township people's congresses who are about to retreat to the second line. The proposal has been highly valued by the county party Committee. In recent years, the retired NPC directors have been properly placed in county-level administrative organs, and the NPC directors are very satisfied, which has relieved their worries and further encouraged them.
