Identification standard of specialized and innovative small and medium-sized enterprises in Hubei Province;

The criteria for identifying specialized and innovative SMEs in Hubei Province mainly include the following aspects:

I. Identification conditions

Enterprises need to meet the following four conditions at the same time:

1. Time spent in specific market segments: An enterprise must be engaged in specific market segments for more than 2 years.

2.R&D expenses: The total R&D expenses of the enterprise in the previous year shall not be less than 1 10,000 yuan, and the proportion of R&D expenses in the total operating income shall not be less than 3%.

3. Operating income or financing: the total operating income of the enterprise in the previous year should reach more than100000 yuan; If the total operating income is below 6,543,800,000 yuan, the enterprise shall meet the requirement that the total amount of newly-increased equity financing (paid-in amount by qualified institutional investors) in recent two years reaches more than 20,000,000 yuan.

4. Evaluation score or special conditions: the enterprise evaluation score should reach 60 points or above, or meet one of the following conditions:

(1) won provincial science and technology awards in recent three years, ranking among the top three winners; Or won the national science and technology award, ranking the top five among the award-winning units.

(2) In recent two years, the average total R&D expenditure was above100000 yuan.

(3) In recent two years, the total amount of newly-increased equity financing (paid-in amount by qualified institutional investors) has reached more than 60 million yuan.

(4) In the past three years, it has entered the list of top 500 enterprises in the "Maker China" SME Innovation and Entrepreneurship Competition.

Second, the evaluation index

The evaluation indicators include thirteen specific indicators of specialization, refinement, specialization and innovation ability. The evaluation results of these indicators are calculated according to the score, and the full score is 100.

1, specialization index (out of 25):

(1) Proportion of total income from main business to total operating income in the previous year.

(2) The average growth rate of main business income in recent two years.

(3) years of employment in a specific market segment.

(4) Leading the product field.

2. Detailed indicators (out of 25 points): involving digitalization level, quality management level, net profit rate of last year and asset-liability ratio of last year.

3. Characteristic index and innovation ability index: The specific scoring items will be evaluated according to the characteristic products, services and innovation ability of the enterprise.
