Should I go through the bidding procedure when purchasing municipal road pipelines?

The Law on Tendering and Bidding clearly stipulates that all projects built with or mainly with state funds need to be invited for bidding.

Municipal road engineering usually falls into the above categories.

Specific to the road pipeline, if it belongs to the contractor's procurement and construction, then naturally there is no need to bid, just need to purchase and construct according to the contract;

If it is purchased and supplied by the owner and the demand is relatively large, it can be tendered as a separate project.
