The village head doesn't need to be party member. The village head refers to the director of the villagers' committee. Laws, regulations and policies do not stipulate that only party member can be the director of the villagers' committee, and the village head is elected. But only party member can be the secretary of the village party branch, because the village party branch is the party's grass-roots organization, and its head must of course be party member. The secretary of the village branch must be party member, now the third committee of the village and the villagers' board of supervisors. The village head and the chairman of the board of supervisors shall not be party member. Because the positions in the party are appointed by the higher party committees, while the village head and the board of supervisors are elected.

I. Village head

The village head is actually the director of the villagers' committee. Villagers' committees, referred to as "village committees" for short, are self-managing, self-educating and self-serving grass-roots mass autonomous organizations. A village committee generally has a village committee director, which is what we call the "village head", a deputy director and 3-5 village committee members.

As a grass-roots mass autonomous organization, village committees do not belong to the first-level administrative organs, and village heads naturally do not belong to the administrative personnel of state organs. As a mass autonomous organization, the village head, the "boss" of the village committee, should naturally be elected by the villagers in accordance with democratic procedures.

Second, the village secretary.

The village secretary is also known as the "village party secretary". The village party branch is the most basic party organization, and the "top leader" of the village party branch is the "village secretary". The village secretary is elected by party member, the village party branch, or directly appointed by the higher party organization without election. As the "top leader" of grass-roots party organizations, the village party secretary must be party member.

Article 11 The chairman, vice-chairmen and members of a villagers' committee are directly elected by the villagers. No organization or individual may designate, appoint or replace members of a villagers' committee.

The term of office of the villagers' committee is five years, and a general election shall be held at the expiration of the term. Members of villagers' committees may be re-elected.

Thirteenth villagers who have reached the age of eighteen, regardless of nationality, race, sex, occupation, family background, religious belief, education, property status and length of residence, have the right to vote and stand for election; However, except those who are deprived of political rights according to law.

Before the election of the villagers' committee, the following persons shall register and be included in the list of villagers participating in the election:
