Why is Oracle Bone Inscriptions unearthed in Yin Ruins "the origin of the study abroad system"?

In the Oracle bone inscriptions unearthed in Yin Ruins, the words "Xu" and "Bian Zong" have not been found, but there are often words such as "Jiao" and "Xue".
