Chapter I General Provisions Article 1 In order to speed up the construction and development of urban and rural bazaars, strengthen the supervision and management of urban and rural bazaars, and protect the legitimate rights and interests of consumers and operators, these Regulations are formulated in accordance with the relevant laws and regulations of the state and combined with the specific conditions of this Municipality. Article 4 All units and individuals engaged in commodity trading activities in the market of this Municipality must abide by these Regulations. Article 5 People's governments at all levels shall strengthen their leadership in the planning, construction and management of bazaars, incorporate the construction of bazaars into the overall planning of urban (township) construction, and make rational layout. Article 6 The market shall be supervised and managed by the administrative departments for industry and commerce at all levels.

Price, taxation, public security, health, sanitation, quarantine, standards, metrology, urban and rural construction and other departments shall, according to their respective functions and duties, cooperate with the administrative authorities for industry and commerce, and do a good job in the management of bazaars.

The market may, according to the needs, set up management institutions or be equipped with management personnel. Chapter II Business Subjects and Scope Article 7 Enterprises and individuals engaged in business activities in bazaars must engage in business activities in accordance with the approved business scope and methods. Article 8 Enterprises and individuals holding business licenses or temporary business licenses issued by the administrative authorities for industry and commerce are not limited by administrative regions and quantity in dealing in commodities that are allowed to be listed for sale. Article 9 Agricultural and sideline products ordered by the state may be listed in accordance with state regulations after completing the ordering task. Article 10 Artisans with business licenses issued by the administrative department for industry and commerce may engage in the repair, processing and sales of handmade products in the bazaars. Except as otherwise provided by law. Eleventh urban and rural residents can sell their old furniture, old bicycles and old materials in designated markets with relevant certificates.

Used cars, motorcycles, tractors and other motor vehicles will all enter the designated used motor vehicle trading market for sale. Scrapped old motor vehicles are not allowed to trade. Article 12 Industrial products and handicrafts produced by enterprises and individuals may be traded in bazaars, except those that must enter specialized markets. Thirteenth in the market to practice medicine, must hold a local health administrative department at or above the county level medical license; Sales of Chinese herbal medicines must hold a business license issued by the administrative department for industry and commerce at or above the county level and a certificate from the drug inspection department, and be approved by the health administrative department at or above the county level where the market is located.

Livestock and poultry practicing medicine in bazaars must hold the medical license of the local veterinary administrative department. Fourteenth the following items are not allowed to be sold in the bazaars:

(6) Animals protected by national laws and regulations;

(7) Narcotic drugs, psychotropic drugs, toxic drugs, radioactive drugs and chemical pesticides;

(eight) fake and shoddy goods, goods explicitly eliminated by the state, expired goods and industrial products without factory name, address and production date;

(nine) unqualified and illegal measuring instruments;

(ten) other items that are not allowed to be listed for sale as stipulated by the state. Chapter III Business Order Article 15 All enterprises and individuals engaged in business activities in bazaars must abide by state laws, regulations and social ethics, obey management and consciously accept supervision by the masses. Sixteenth markets prohibit the following acts:

Shoddy, fake, adulterated, short scale;

(two) the use of measuring instruments prohibited by the state, without verification and unqualified verification;

(3) gambling, fortune telling, fortune telling and divination;

(four) buy and sell, cheat to buy and sell, hoard, dominate the market, drive up prices, leapfrog prices;

(five) street performers and other activities that destroy children's physical and mental health and corrupt socialist spiritual civilization;

(6) Other illegal transactions. Seventeenth market prices of agricultural and sideline products, small commodities and waste materials shall be determined by the buyer and the seller through consultation; However, when necessary, people's governments at all levels can take control measures on the prices of bazaars, and implement price ceiling and slip management for a few commodities.

In the bazaar business goods, must be clearly marked, the implementation of clearly marked, price list and other pricing methods. Article 18 All enterprises and individuals engaged in business activities in bazaars shall operate in accordance with the locations designated by the bazaars management agencies, and designate cities and indicate locations; Do not dispute the venue; Grab the market and set up stalls indiscriminately; Off-exchange trading is prohibited.

Seasonal melon and fruit trading, with the consent of the local people's government, can set up a temporary market in the designated area.
