Pizhou refers to Gupi Town or Pizhou City?

Xiapi is an ancient name. This concept has two meanings, one is region, and the other is city. Xiapi County, later called Pizhou, was renamed Pixian County in the Republic of China, and now it is renamed Pizhou. Xiapi City was under its jurisdiction and was destroyed by floods during the Kangxi period. Yongzheng years, moved to the new Yeshan Yang, which is now Pi City. The original site was called Old State, and it was moved to the Canal after liberation.

After liberation, the former Xiapicheng site, namely the old state, was moved from Pizhou to Suining, which was called Gupi.
