Chapter I General Provisions I. Number of Qualification Certificate

The qualification certificate numbers are arranged by combining Chinese characters and numbers.

Article 3 All units and departments engaged in construction, design, construction, banking, consulting, supervision, bidding and cost management of coal engineering construction activities must be equipped with professionals with corresponding budget qualifications in their engineering economic posts and hold relevant certificates. Article 4 The qualification certificate refers to the qualification certificate of budgetary estimate and project cost management personnel. All coal engineering economic documents must be compiled and reviewed by personnel with budgetary estimate qualification, and stamped with special seal for qualification. All budget documents edited by undocumented personnel are invalid. Article 5 The qualification certificates and seals of budgetary estimate personnel shall be obtained through unified examination or examination by the industry management department. Article 6 The Infrastructure Management Department of the Ministry of Coal Industry is responsible for the formulation, organization and coordination, qualification examination, examination and issuance of qualification certificates and qualification seals for the whole industry. Chapter II Budget Personnel and Post Requirements Article 7 Budget personnel refer to the following personnel:

1. Personnel in construction, design, construction, banking and other units engaged in the preparation, review and management of estimation, budgetary estimate, budget and settlement.

2. Managers engaged in project cost management.

3 engineering supervision and consulting units engaged in project cost management personnel.

4. The project cost management unit is engaged in the formulation and management of standards and quotas (indicators).

5 other units engaged in project cost management personnel. Article 8 A budgetary estimator shall meet the following qualifications:

1. Abide by discipline and law, and abide by the professional ethics of cost management;

2. Has obtained the qualification certificate of budget personnel;

3. Be healthy and stick to your job;

4. Accept the management supervision of the superior department. Chapter III Qualification Examination and Assessment of Budget Personnel Article 9 The qualification of budget personnel shall be subject to a unified proposition and examination system for the whole industry. Organized every two years. Article 10 A person who meets one of the following conditions may apply for taking the qualification examination for budgetary estimate personnel.

1. College degree or above, working in a budget position for more than one year.

2. Graduated from technical secondary school and worked in a budget position for more than two years.

3 do not have the above education, but have worked in a budget position for more than three years. Eleventh Department of infrastructure management is responsible for the preparation of budget personnel examination outline, training planning, preparation of training materials and examination questions. The regional coal engineering cost management station is responsible for the specific implementation of training and examination in conjunction with the provincial coal authorities. Article 12 Those who have held the qualification certificate of coal engineering budget personnel issued by the former Ministry of Energy or the qualification certificate issued by the local cost management department and continue to work in this post need to be examined by the local coal engineering cost management station, and those who pass the examination can be exchanged for the qualification certificate of coal engineering budget personnel. Chapter IV Rights and Obligations of Budget Estimates Article 13 Holders of qualification certificates for coal budget estimates shall enjoy the following rights.

1. Have the right to independently prepare budgetary estimate, budget, budget and settlement according to industry regulations, and participate in the cost management of engineering construction projects;

2. Have the right to sign the project cost documents handled by themselves. If the document signed and sealed by the budgetary estimate personnel needs to be revised, it shall be approved by the applicant;

3 have the right to put forward suggestions and refuse to implement opinions and decisions that violate laws, regulations and industry regulations, and have the right to report to superiors or relevant departments.
