Regulations of Liaoyuan Municipality on the Governance of Rural Human Settlements

Chapter I General Provisions Article 1 In order to protect and improve the living environment in rural areas, build beautiful and livable villages and promote the coordinated development of economy, society and ecology. According to the relevant provisions of laws and regulations, combined with the actual city, the enactment of this Ordinance. Article 2 These Regulations shall apply to the governance of rural human settlements and related management activities within the administrative area of this Municipality. Article 3 The Municipal People's Government shall co-ordinate the management of rural human settlements in the whole city and strengthen supervision and management.

County (District) people's governments shall organize the implementation of rural human settlements governance within their respective administrative areas, and be responsible for setting governance objectives, decomposing and implementing governance tasks, coordinating the use of funds, and promoting the implementation of governance projects.

The township (town) people's government is responsible for the specific organization and implementation of rural human settlements governance, guiding and urging the villagers' committees to carry out rural human settlements governance. Fourth city and county (District) people's government departments in charge of agriculture and rural areas are responsible for the comprehensive coordination and organization of rural human settlements governance within their respective administrative areas.

City, county (District) people's government is responsible for rural planning, construction and management, garbage disposal, toilet renovation and manure treatment, domestic sewage treatment, village appearance management and other relevant departments, and do a good job in rural human settlements management according to the division of responsibilities and tasks. Fifth township (town) people's governments and villagers' committees may appoint rural environmental supervisors to carry out the supervision of rural human settlements.

The rural environmental supervisor shall report to the township (town) people's government and villagers' committee in a timely manner when he finds any behavior that endangers the rural living environment. The township (town) people's government and villagers' committee shall, after receiving the report, deal with it in a timely manner. Article 6 A villagers' committee shall convene a villagers' meeting, incorporate matters related to the governance of rural human settlements into village rules and regulations and organize their implementation, so as to guide the villagers to form a civilized rural style. Seventh city, county (District), township (town) people's governments and villagers' committees should strengthen the publicity and education of rural human settlements governance, and raise public awareness of participating in rural human settlements governance. Chapter II Garbage Management Article 8 A unified treatment system for domestic garbage at the county (district) level shall be implemented. Conditional, it should adopt the governance mode of household classification, village collection, township (town) transshipment and county (district) centralized treatment; Do not have the conditions for centralized treatment, it should establish a centralized transfer facility for harmless garbage and transfer it regularly. Article 9 Villagers shall classify and reduce domestic garbage, and return perishable and degradable garbage compost to the field; Use combustible garbage as fuel.

Construction waste should be put into the designated centralized recycling point and centralized management should be implemented; Recycling of agricultural solid wastes such as plant straws, waste agricultural films and pesticide packaging wastes, and taking other measures to prevent environmental pollution. Tenth township (town) people's government should reasonably build and equip garbage collection and centralized transfer facilities, and strengthen the daily maintenance and management of various facilities. Eleventh rural cleaning responsibility areas and responsible persons are determined according to the following provisions:

(1) The villagers or users of villagers' homestead and residence are responsible persons;

(two) the contractor or operator of rural land contract is the responsible person;

(three) rural roads, rivers, ditches, lakes and other public areas, the villagers' committee as the responsible person;

(four) the managers of bazaars and farmers' markets are responsible persons;

(five) the operators and managers of public places such as tourism, catering, entertainment, shops, squares and public green spaces are responsible persons;

(six) the users of all kinds of offices and business premises are responsible persons;

(seven) the construction unit of the construction site is responsible.

If the responsible person cannot be determined in accordance with the provisions of the preceding paragraph, the responsible person shall be determined by the local township (town) people's government. Twelfth rural areas should be reasonably equipped with cleaning personnel, responsible for the cleaning and cleaning of villages, roads and other public places. Thirteenth rural garbage collection and transportation shall comply with the following provisions:

(1) Daily output and daily settlement of domestic garbage;

(2) subpackaging and transporting the classified domestic garbage;

(three) take measures such as sealing to prevent the disposal, scattering, omission and leakage of sewage during transportation;

(4) Clean up the job site in time, and keep the domestic waste transfer station, domestic waste collection and transfer site and its surrounding environment clean and tidy;

(5) The provisions of other laws and regulations. Fourteenth any unit or individual shall not implement the following acts that affect garbage control:

(1) Dumping, scattering, piling up or burning garbage at will;

(two) the lime soil, plant branches and leaves, feces into the garbage bin (pool) or ditch;

(3) Dumping, piling up, discarding or scattering urban industrial solid waste, domestic waste, construction waste and hazardous waste in rural areas other than designated places;

(4) Dismantling, moving, rebuilding, stopping the use of rural domestic garbage collection, transportation and disposal facilities and places or changing their uses without authorization;

(five) other acts that affect garbage management. Chapter III Renovation of Toilets and Disposal of Feces Article 15 The people's governments of cities and counties (districts) shall gradually promote the renovation and construction of harmless sanitary toilets for rural households.
