The Historical Evolution of Haian Town

Hai' an county was abandoned several times in history, and it was not long before it was established. The historical situation of Hai 'an County is scattered in some ancient books and a few fragmentary bamboo slips left by Hai 'an during the Qing Dynasty and the Republic of China. When compiling Hai 'an County Records, we consulted a lot of historical materials and found some clues.

1. Haian belonged to Hailing County before the Western Jin Dynasty.

1973 to 1978 The excavation and research of the Qingdun site in the west of Hai 'an (formerly Qingdun Brigade of Shagang Commune) show that as early as the Neolithic Age more than 5,000 years ago, people landed in the central and western parts of Hai 'an County and lived in human settlements. During the Xia, Shang and Zhou Dynasties, Hai 'an area belonged to Jiuyi (Huaiyi). In order to divide the world into Kyushu, Hai 'an is the territory of Yangzhou. From Zhou Wuwang to Zhou Yuanwang, Hai 'an area belongs to the State of Wu. During the Spring and Autumn Period and the Warring States Period, Hai 'an and several surrounding counties were called "Haiyang". Now Rugao, Hai 'an and Taizhou all belong to the State of Wu, and the place name is Yun, which is in the area of Lifaqiao in Hai 'an today. According to the inscription "Memorabilia of Hai 'an County Records" by Li Faqiao in Qing Dynasty, it was recorded as "Twelve years (483 BC), and the association was in the cloud". This may be inconsistent with the facts, because according to the new edition of Rugao County Records, Zuo Zhuan records: "In the twelfth year of Lu Aigong, Wei Hou met Wu Yuzhong". According to the records of twelve-year classics in Zuo Zhuan, the author thinks that Wu, Lu, Wei and Song should join forces here.

In the third year (the first 473 years), the more Wu was destroyed, the more Hai 'an was.

In the thirty-fifth year of Zhou Xian (the first 334 years), Chu was destroyed, and Hai 'an was the land of Chu. After Qin unified China, Hai 'an belonged to Guangling County, Donghai County. The early Han Dynasty belonged to Dongyang County, and the early Han Dynasty belonged to Dongchu. In the fifth year (the first 202 years), it belonged to Chu, the next year to Jing and the twelfth year to Wu. Emperor Jing of Han Dynasty (former 154) belonged to Jiangdu. In the sixth year of Emperor founding ceremony of the Han Dynasty (1 17), Linhuai County was established, which governed 29 counties, and Hai 'an belonged to Hailing County (see page 1589 of Hanshu). In the fifth year of the Han and Yuan Dynasties (before 106), Linhuai County belonged to Xuzhou Secretariat Department. In the Eastern Han Dynasty, Hai 'an was still the land of Hailing County. In the eighteenth year of Emperor Xian of Han Dynasty, Cao Cao abandoned Hailing County. During the Three Kingdoms period, Lv Dai of Wu returned to Hailing County. In the first year of Taikang in the Western Jin Dynasty (280), Hailing County was still established, belonging to Guangling County of Xuzhou.

Second, the Eastern Jin Dynasty changed several counties in Tang Hai 'an.

According to the Records of History of Song Dynasty (1055), Yu Fang Minutes and Xian Feng Hai 'an County Records, Emperor Yi Xi of Jin 'an was divided into Guangling County in the seventh year (4 1 1 year), which had jurisdiction over Jianling County, Linjiang County, Rugao County, Ninghai County and Grape County. During the Republic of China, Rugao County Records and Yu Fang Minutes recorded that Ninghai County was in the north of Rugao County. Xian Feng Hai 'an County Chronicle holds that Ninghai County is now Hai 'an County, and Hai 'an County Chronicle (1997 edition) also adopts this view. Its county seat is ominous, so it is difficult to examine the county territory in detail. In fact, judging from the map of the territory of the Eastern Jin Dynasty in the fourth episode of Atlas of Chinese History, Ninghai County is larger than today's Hai 'an, and not only is part of today's Hai 'an within its territory, but today's Dongtai, Rugao, Jingjiang and Taixing are all within its territory, showing a southwest-northeast trend. In the seventh year of Taishi (47 1), Ming Di in the Southern Song Dynasty established Xinping County, which governed Jiangyin and Hai 'an counties (according to Song Shu 1058). The abridged version of Ci Hai (1 12 1) 1999 is described as "Haian County in Southern Song Dynasty, which was abandoned in Tang Dynasty. "In the fifth year of Qi Yongming (487), Xinping County was abolished, and Jichang and Hai 'an counties were set up (Xian Feng Hai 'an County Records). At this time, the county seat of Hai 'an County is now Hai 'an Town. At this time, the map of Ninghai County is marked with Rugao, Jingjiang and Taixing in the west, which may be somewhat inaccurate. Hai 'an County was soon abandoned (the time is unknown), and its territory still belongs to Ninghai County. From the Eastern Jin Dynasty to the Sui Dynasty, Ninghai County continued to exist and its jurisdiction changed. In the first year of Zheng Xuan in the Northern Dynasty (578), Putao County (now Rugao Baipu) was abolished, and Linjiang County (now Rugao Shizhuang) was merged into Ninghai County. In the ninth year of Emperor Kai of Sui Dynasty (589), Rugao County was also incorporated into Ninghai County. Ninghai county at this time includes Hai 'an, Rugao and areas outside the southeast and southwest of Rugao. In the first year of Tang Wude (6 17), Ninghai County was renamed Wuling County. Soon Ninghai County was merged into Hailing County. In the second year of Tang Zhongzong Jinglong (708), Hai 'an County was located in the east of Hailing County, and the county was located in Hai 'an Town, then Rugao County. Due to seawater intrusion, the eastern part of Hai 'an County was submerged by seawater, so Hai 'an County was merged into Hailing County again in 722, the tenth year of Emperor Xuanzong of the Tang Dynasty, and belonged to Yangzhou. A few decades later, in 766 AD (the first year of Emperor Taizong), Li, the governor of Huainan, worried about the rising tide, built a dike to protect the sea, extending 142 Li from Yancheng (now Huai 'an) in Chuzhou to Hailing in Yangzhou, and named it Changfeng Weir. Changfeng weir was built repeatedly in later generations, which played an important role in ensuring the safety of life and property of coastal residents in northern Jiangsu.

Third, from the mid-Tang Dynasty to more than 1000 years of the Republic of China, the affiliation of Hai 'an changed.

In the middle and late Tang Dynasty, Hai 'an still belonged to Hailing County. During the Five Dynasties and Ten Kingdoms period, Jinghai Institute was established in the east of Hailing County. In the Southern Tang Dynasty, Hailing was promoted to Taizhou. In the fifth year of Xiande in the Later Zhou Dynasty (958), Taizhou and other places were under the jurisdiction of the Later Zhou Dynasty, and Hailing County was the Yong Ying of Taizhou, the capital of Yangzhou. During the Song and Yuan Dynasties, most of Hai 'an area belonged to Hailing County, and Hai 'an Town was one of the important towns in Hailing County. The affiliation of Hailing County has changed. 1967, Song Taizu's Taizhou Army in Huainan Road (until it was changed to Huainan Road in three years). In the second year of Song Tianbao (1024), Fan Zhongyan became the salt official of Xixi (now Dongtai). He led more than 40,000 soldiers and built Haiyan (Miaowan to Bencha) for four years to protect the coastal farmland in Hai 'an and Dongtai from seawater intrusion. In the twenty-third year of Zhiyuan, Jianghuai and other places were changed to Jiangbei and other places in Henan Province.

In the first year of Hongwu in the Ming Dynasty (1368), Hailing County entered Taizhou, which belonged to Yangzhou Prefecture of Zhili Zhongshu Province, and in the second year of Yongle in the Ming Dynasty (1404), which belonged to Yangzhou Prefecture of Nanjing, and Haian Town and Xichang Field belonged to Taizhou. In the third year of Shunzhi in Qing Dynasty (1645), Taizhou was under the jurisdiction of Yangzhou Prefecture, the secretariat of South China. In the second year of Yongzheng in Qing dynasty (1724), he was under the administration of Jiangsu government. Qing Qianlong twenty-five years (1760), under the Jiangning Ministry of Foreign Affairs. In the thirty-third year of Long Chao, Dongtai County was located in the northeast of Taizhou. The northern part of Nanmo Town, Baidian Town, Duntou Town, most of Dagong Town, the northern part of Baoli Town, Jiaoxie Town and Laobagang Town belong to Dongtai County.

Fourthly, the democratic government established Hai 'an County and its regional changes.
