Interim Provisions of Tangshan Municipality on Examination of People's Police

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the relevant laws and regulations and the decision of the Standing Committee of the Municipal People's Congress on the trial implementation of law enforcement by the people's police patrol in the urban areas of this Municipality in order to maintain social order, public safety and cleanliness of the city appearance and environment, and to protect citizens' personal rights and public and private property from infringement. Article 2 Public security inspection departments shall be established in five districts of the city. Under the leadership of the municipal and district public security organs, administrative areas shall be determined according to the division of police work, and they shall be specifically responsible for the inspection of roads, squares and complex areas within their respective jurisdictions. Article 3 The duties of the public security inspection department are:

(1) Within the inspection area:

1, maintaining public order and security;

2. Maintain traffic order;

3. Entrusted by the administrative law enforcement department, manage the cultural market according to law, and maintain the city appearance and environment and municipal public facilities.

(two) to participate in the rescue work of sudden disasters and accidents, to rescue people with sudden injuries, and to give other necessary help to the public.

(three) other duties performed by the public security inspection department according to law. Article 4 Relevant government departments, enterprises and institutions shall provide necessary support and help for the public security patrol to do a good job. Fifth patrol officers shall do the following when performing their duties:

3, integrity, impartiality, shall not exceed the authority or abuse of power. Chapter II Penalties Article 6 Whoever commits any of the following acts, such as disturbing public order and endangering public safety, which is not serious enough for criminal punishment, shall be detained for less than 15 days, fined less than 2,000 yuan or given a warning:

1, gang fights, stir up trouble, insult women or engage in other hooliganism activities;

2. spread rumors to confuse people and incite trouble;

3, lying about the danger, creating confusion;

4. Beating others, causing minor injuries;

5. coercing or tricking people under the age of 18 to perform horrible and cruel programs, which will destroy their physical and mental health;

6, using palm reading, fortune telling, divination and other superstitious means to defraud property, disrupting social order;

7, reselling cars, boats, air tickets, sports competitions, cultural performances and other tickets;

8. Illegally selling or carrying daggers, triangular knives, spring knives or other controlled knives;

9. Illegally carrying guns and ammunition or committing other acts in violation of the regulations on gun control;

10, transporting and using dangerous goods in violation of the regulations on the management of explosive, highly toxic, flammable and radioactive goods, which has not caused serious consequences;

Article 7 Anyone who commits one of the following acts of infringing on public or private property, but not serious enough for criminal punishment, shall be detained or given a warning, and shall also or solely be fined not more than 200 yuan:

1, stealing, swindling or robbing a small amount of public or private property;

2, looting of state, collective and individual property;

3. Blackmailing public or private property;

4. Deliberately damaging public and private property. Article 8 Whoever commits one of the following acts, which is not serious enough for criminal punishment, shall be sentenced to confiscation of property, detention 15 days, and may be fined not more than 3,000 yuan alone or concurrently:

1, gambling or providing conditions for gambling;

2. Selling or renting pornographic books, paintings, videos or other obscene articles. Ninth any of the following acts endangering public safety such as roads and squares shall be ordered to make immediate corrections, and the construction unit may be fined more than 65438 yuan in 200 yuan:

6, throwing debris down from the sky, the actor shall be fined or warned by 200 yuan. 3. Burning leaves, garbage and sundries on roads and squares will be fined from 4 yuan to 20 yuan after stopping listening. Twelfth one of the following acts affecting the city appearance, shall be ordered to dismantle, and impose a fine of more than 50 yuan 100 yuan according to the seriousness of the case:

1, units and individual industrial and commercial households along the street did not do a good job of sanitation and cleaning in the environmental sanitation responsibility area;

2, approved to pile up items, but did not do a good job of cleaning around the site, polluting the surrounding environment.
