Provisions of Beijing Municipality on the Administration of Wangfujing Pedestrian Street

Article 1 These Provisions are formulated for the purpose of maintaining good order and strengthening the comprehensive management of Wangfujing Pedestrian Street. Article 2 Wangfujing Pedestrian Street as mentioned in these Provisions refers to a section of Wangfujing Street from East Chang 'an Street to dengshikou Street in the north, as well as Jinyu Hutong and Dong 'anmen Street. All units and personnel entering the Wangfujing Pedestrian Street area shall abide by these provisions. Article 3 Wangfujing Street starts from Dongdan Third Street in the south and ends at Jinyu Hutong in the north as a pedestrian street. Wangfujing Street starts from Jinyu Hutong in the south and ends at dengshikou Street in the north, which is a bus pedestrian street. All kinds of vehicles should abide by the no-go regulations and obey the management.

The Municipal Public Security Traffic Management Bureau shall, jointly with the Dongcheng District People's Government, formulate a specific traffic control plan and set up obvious signs in the area entering and leaving Wangfujing Pedestrian Street. Article 4 To engage in the following activities in Wangfujing Pedestrian Street area, it shall meet the planning requirements and be reported to the relevant departments for approval according to law. The relevant departments shall solicit the opinions of the Wangfujing District Construction Management Office when handling the examination and approval.

(a) the external decoration and decoration of the building;

(two) to change the style, style and location of public facilities;

(3) Setting up outdoor advertisements;

(four) occupy roads and squares to engage in business and service industries or hold cultural, publicity, exhibition, consulting and other activities. Fifth any of the following acts shall be discouraged and stopped by the urban management supervision organization:

(a) spitting, chewing gum, urinating and littering;

(2) distributing printed matter and posting advertisements at will;

(3) Moving or damaging public facilities at will;

(four) naked, lying in a public seat;

(5) Playing football, roller skating and skateboarding;

(six) other acts that hinder the city appearance and environmental sanitation.

In case of any of the circumstances specified in Item (1) of the preceding paragraph, the urban management supervision institution shall order it to wipe the polluted ground or remove the waste according to the Regulations of Beijing Municipality on the Administration of Prohibiting Spitting and Discarding Waste, and impose a fine on 50 yuan. In case of any of the circumstances specified in Item (2) of the preceding paragraph, the urban management supervision organization shall impose a fine of more than 200 yuan and less than 500 yuan according to the Regulations of Beijing Municipality on the Administration of Posting Slogans, and shall be ordered to clear it. In case of any of the circumstances specified in Item (3) of the preceding paragraph, the urban management supervision institution may transfer it to the relevant authorities for handling according to law. Article 6 Any of the following acts shall be handled by the public security traffic management department in accordance with the Regulations of the People's Republic of China on Road Traffic Management and other relevant laws and regulations:

(a) in violation of the provisions of article third;

(2) Parking motor vehicles or non-motor vehicles at will. Seventh any of the following acts shall be discouraged and stopped by the public security organs, and shall be dealt with in accordance with the provisions of relevant laws, regulations and rules:

(a) vagrants and beggars, sleeping on the streets;

(2) engaging in feudal superstitious activities such as divination, fortune telling and gambling;

(3) Carrying dogs and other animals;

(four) other acts that disrupt public order and hinder public safety. Article 8 The Dongcheng District People's Government shall be responsible for organizing the implementation of these Provisions. Wangfujing District Construction Management Office is specifically responsible for the comprehensive management and coordination of Wangfujing Pedestrian Street.

Industry and commerce, public security, public security traffic management and other organs and urban management supervision organizations shall, in accordance with their respective responsibilities, strengthen the management, supervision and inspection of Wangfujing Pedestrian Street area according to law. Article 9 These Provisions shall come into force as of June 6, 2000.
