Therefore, in terms of election standards, which is more important, morality or talent, has become an important issue. It was Cao Cao who first overthrew the traditional election standard as the leader of the ruling group and put forward the slogan that "talent" precedes "action". The research on the relationship between name and reality in the Han and Wei dynasties has a deep relationship with Cao Cao's emphasis on talents and good magic.
