Jinguan Project is the first phase of Jinqiao Project (National Public Economic Information and Communication Network). Jinqiao Project has set up an electronic post office platform, which is divided into four levels: realizing data communication, realizing e-mail exchange, realizing electronic data format exchange, realizing automatic document processing, and developing four application systems: export tax rebate system, overseas foreign exchange settlement system, quota license management system and import and export statistics system.

The project started construction in July 20 13. The construction content covers all major aspects of customs work, which is a historic opportunity for customs informatization construction and a major opportunity to promote the landing of new technologies. Its purpose is to build the second phase of Jinguan project into a "basic project" to support the comprehensive deepening reform of customs and a "transformation project" to promote the transformation of customs business and functions through the application of new technologies.
