Historical evolution of liushi

1984, Liushi Town Commune was restored to Liushi Town, which is still under the jurisdiction of Liucheng District. 1992 Liucheng District was abolished, and Liucheng District 18 towns were merged into 8 towns, forming Liushi Town (formerly Liushi Town, Hutou Town, Huheng Township and Mingdong Township), Beibaixiang Town (formerly Beibaixiang Town, Sanshan Town, Mingyu Township, Wanjia Township and Hongduqiao Township) and Wengyang Town. Because the eight towns have the same language, similar folk customs and close ties, the residents are mostly commensurate with the "eight towns in Liushi", and the system of managing villages is generally implemented in all towns.

Liucheng District was established from 19 12 and revoked from 1992. In the past 80 years, it has been revoked and re-established several times, and the settings will be restored soon after each revocation. The areas under its jurisdiction are basically unchanged, namely, Liushi Town, Beibaixiang Town, Wengyang Street and Baishi Street (during the period, it was included in the Salt Basin Township for many times, and now Salt Basin Street is established). The number of towns and villages under its jurisdiction has increased and decreased several times with the setting of towns and villages, reaching more than 50 at most, until it stabilized at 18 in the 1960s, that is, "18 clubs in Liushi" (during the commune period, Liushi had 18 communes, namely Liushi, Baixiang, Wengyang, Mingdong, Mingyu and Lake. Since the beginning of the new era, in order to solve the problem that the central town in this area, Liushi Town, has little responsibility and power, and promote its transformation to the city, in February of 20 10, Liushi Town became one of the five major town-level cities in Wenzhou (the others are Oubei Town, long gang zhen Town, Tangxia Town and Aojiang Town), and the government of Liushi Town began to undertake the function of building the city, with some administrative rights of Yueqing City. At the end of the same year, Liushi Town was identified as the first batch of pilot cities in Zhejiang Province, further gaining administrative power and comprehensively promoting the leap from town to city. With the east wind of planning, policy, investment and reform, Liucheng District will be built into a leading modern industrial base in southern Zhejiang.

20 1 1 April, according to the overall planning of Wenzhou metropolitan area, the adjustment of administrative divisions around "1650" was fully launched. This is an adjustment initiated in the face of the new situation of new urbanization and urban-rural integration development and the new requirements of Wenzhou metropolitan area construction. This adjustment will, to a certain extent, change the problems of small township scale, weak metropolitan function and too few rural central towns in Liushi area. According to the adjustment plan of township administrative divisions in Yueqing approved by Zhejiang Provincial People's Government, Liucheng District has undergone a series of township mergers: Liushi Town has merged with the surrounding Xiangyang Town, Qiligang Town and huanghua town City to form a new Liushi Town with an area of 93.8 square kilometers, and Beibaixiang Town, an important town in the southwest, will also merge with Panshi Town to form a new Beibaixiang Town with an area of 75.5 square kilometers. Baishi Town, where Yueqing Railway Station is located, and Wengyang Town, where Yueqing Economic Development Zone is located, will also bid farewell to the history of villages and towns, set up sub-district offices, and form a new urban area of Yueqing City with an area of 259.6 square kilometers, which is directly under the jurisdiction of Yueqing Municipal Government. By then, a new pattern of two towns and two streets will be formed in Liushi area, which will lay a solid foundation for promoting the comprehensive reform of urban and rural planning in Liushi area.

In May of the same year, Yueqing's application for establishing an urban functional area was approved. Based on the advantages of regional resources and the orientation of urban development, five major urban functional zones will be launched to build a platform for Yueqing to promote new urbanization and industrialization. Liushi District, which occupies a great economic weight in Yueqing, includes four of them in one fell swoop, namely: Yueqing Binhai New City functional area, positioning Yueqing city core area with important functions such as business gathering, ecological livability and comprehensive transportation hub; Yueqing Economic Development Zone has positioned Yueqing as the main platform for economic development, a demonstration zone for industrial transformation and upgrading, and a comprehensive industrial new city with perfect functions; Liushi comprehensive economic functional zone is positioned as an international electromechanical industrial city and a comprehensive port logistics hub in Yueqing. Located in Yueqing, Beibaixiang Industry and Trade Functional Zone is an advanced manufacturing base, a modern business gathering area and a demonstration area of beautiful countryside construction. As an agency of Yueqing Municipal Government, the Functional Area Management Committee will be responsible for the economic affairs within the functional area, and the streets (towns) will be responsible for the social management and administrative affairs within their jurisdiction. At this point, all the streets (towns) in Liucheng District have truly realized the "integration of districts and streets". By optimizing the spatial layout and implementing a series of measures such as comprehensive development, Yueqing has effectively promoted the development of a modern new city integrating industry, trade, tourism and ports.

On March 201may 17, with the approval of the national development and reform commission, 6 1 areas, including Liushi Town, were selected as pilot areas for comprehensive reform of small and medium-sized cities (there are only 4 towns at the township level, and the rest are Hengdian Town, Humen Town and Chang 'an Town). In addition to focusing on the development of the region, it is more important to explore the path of reform and development of small and medium-sized cities across the country, focus on building institutional mechanisms to promote the healthy development of small and medium-sized cities, and explore replicable and scalable reform experiences. This marks that Liushi Town has reached a new level in promoting the comprehensive reform of small and medium-sized cities.

In April of the same year, Wenzhou Oujiangkou New District Development and Construction Management Committee was renamed as Wenzhou Oujiangkou Industrial Cluster Management Committee. On May 8th, Yueqing Economic Development Zone and Bai Liu New District in Liucheng District were incorporated into the planning of Oujiangkou Industrial Cluster in Wenzhou, and the operation mode of "one team and many brands" was implemented. Yueqing Wengxin District Management Committee (equivalent to Yueqing Economic Development Zone Management Committee) and Yueqing Bailiu District Management Committee (equivalent to Yueqing Bai Liu New District Development and Construction Committee) are responsible for planning, construction, management and investment promotion respectively.
