The reservoir water level exceeds the once-in-a-thousand-year flood level, and the dam displacement increases. In this case, should we increase flood discharge to protect the dam or control flood discharge to protect Yiyang? At that time, the governor Yang was in a dilemma. At that time, according to the knowledge and experience of dam staff, Huang Guoqiang assessed the safety status of the dam and strictly controlled the flood discharge, which not only ensured that the dam would not have serious problems, but also eased the crisis in Yiyang. The governor adopted his suggestion and won the victory of flood control, which was highly praised by the governor.

Since serving as the counselor of the provincial people's government, Huang Guoqiang has actively participated in political consultation, earnestly carried out investigation and research, and made efforts to put forward constructive suggestions and opinions to the provincial party committee and government.
