The State Council decided that Chaozhou was upgraded to a prefecture-level city, the original Chaozhou (county level) was divided into Xiangqiao District and Chaoan County, Raoping County of Shantou City was placed under the jurisdiction of Chaozhou City, Jiexi County, Puning County and Huilai County of Shantou City were placed under the jurisdiction of Jieyang City, and some areas were separated from the original Jieyang County to build Jiedong County. Later, Rongcheng Town and its surrounding towns were merged into Rongcheng District, and the prefecture-level Jieyang City was established. The original Jieyang County was divided into 15 towns.
