Article 1 In order to give full play to the role of the morning night market in invigorating circulation, prospering the market and facilitating people's lives, further standardize the operation order of the morning night market and protect the legitimate rights and interests of market promoters, operators and consumers, these measures are formulated in accordance with the Regulations of Xinjiang Uygur Autonomous Region on the Administration of Commodity Trading Markets. "Urumqi city appearance and environmental sanitation management regulations", "Urumqi city road management regulations" and relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 The term "morning market night market" as mentioned in these Measures refers to a public trading place opened in a designated place, opening and closing at a specified time, and mainly engaged in catering services, small commodities, agricultural and sideline products, publications, stationery, etc. Article 3 All units and individuals that run morning markets and engage in business activities in morning markets within the administrative area of this Municipality shall abide by these Measures. Fourth municipal administrative departments responsible for the morning market planning, coordination and audit.

Industry and commerce, public security, health, environmental protection, forestry, agriculture and animal husbandry, culture, comprehensive administrative law enforcement, quality and technical supervision and other departments shall, according to their respective functions and duties, do a good job in the management of the morning night market.

The district (county) and township (town) people's governments and sub-district offices where the morning market is located shall strengthen the daily supervision and management of the morning market. Article 5 The municipal administrative department of city appearance shall, jointly with the people's government of the district (county) where the morning market is located, prepare the morning market setting plan, and organize its implementation after the approval of the Municipal People's government. (five) a spacious, flat, easy to maintain order and clean up the site. Tenth morning night market operators shall perform the following duties:

(a) abide by the laws, regulations and rules of market management;

(two) the establishment of market operation, management, service, public security, fire protection, environmental sanitation and other systems;

(three) set up a complaint point in the market, and set up legal and qualified free re-inspection measuring instruments;

(four) to stop the market operators from producing and selling fake and shoddy goods and other acts that disrupt the order of market operation or to report to the relevant departments in a timely manner;

(five) other duties as prescribed by laws and regulations. Eleventh morning market opening time is 7: 00, closing time is 9: 00; The night market opens at 20: 30 and closes at 2: 00 the next morning (both in Beijing time).

Morning market operators shall organize site cleaning within 30 minutes after the closing of the market to ensure that the site is clean and the traffic is smooth. Twelfth units and individuals engaged in business activities in the morning market night market (hereinafter referred to as operators) must hold a business license issued by the administrative department for Industry and commerce and hang it in a prominent position in the business premises. Article 13 The commodities handled by business operators must be neatly arranged and clearly marked. Fourteenth operators engaged in business activities in the morning market and night market must abide by the following provisions:

(a) are not allowed to use the state explicitly eliminated and unqualified measuring instruments;

(two) are not allowed to shoddy, fake, adulteration, lack of scale;

(three) are not allowed to issue illegal, pirated and obscene publications;

(four) gambling, word testing, fortune telling, practicing medicine and selling medicines are not allowed;

(five) are not allowed to trample on green trees and damage, pollution of public facilities and colored pavement;

(six) do not litter, dumping sewage. Fifteenth engaged in food business in the morning market and night market, shall comply with the following provisions:

(a) hold a health permit, health certificate, set up a bright card business;

(two) food and its accessories must meet the hygiene requirements;

(3) Unpackaged food directly imported should be stored in clean facilities, and special tools must be used to pick up the goods when selling to prevent food pollution;

(4) Disposable degradable environmental protection tableware or sterilized tableware must be used, disposable non-degradable plastic tableware shall not be used, and tableware shall not be cleaned on site;

(five) employees must wear clean work clothes, keep personal and business premises clean, sewage and garbage should be dumped in designated sanitary facilities;

(six) there are places and facilities for processing, packaging and storing food and food raw materials that meet the hygiene requirements;

(seven) barbecue stoves should use clean energy and anthracite and equipped with simple smoke elimination equipment, and other catering stoves should use clean energy such as electricity and liquefied gas, and it is strictly forbidden to burn raw coal in bulk;

(eight) other provisions on food hygiene, environmental sanitation and environmental protection management.
