Sichuan responds to the "three-child" birth policy: three-bedroom and four-bedroom affordable housing.

On February 18, this newspaper learned from official website, the Housing and Urban-Rural Development Department of Sichuan Province that the Housing and Urban-Rural Development Department of Sichuan Province organized a news briefing on February 17 on the Implementation Opinions of the Housing and Urban-Rural Development Department of Sichuan Province on Accelerating the Development of Affordable Rental Housing (SJBF [2021] No.338, hereinafter referred to as the Implementation Opinions).

The implementation opinions are divided into five parts, mainly including defining work requirements, establishing and improving basic systems, developing according to local conditions, implementing supporting policies and strengthening safeguard measures.

Among them, the "Implementation Opinions" put forward that priority should be given to the housing difficulties of new citizens engaged in basic public services.

In view of the requirements of the national "three-child" birth policy on housing standards, this paper puts forward that affordable rental housing should be properly equipped with three rooms and four rooms to meet the rental needs of families with many children.

On the level of rent, it is proposed that the rent should not be higher than 90% of the rental housing in the same lot and the same quality market, and it remains relatively stable. On the participation of multiple subjects, it is proposed to open the channel between affordable rental housing and market rental housing, support specialized large-scale housing rental enterprises to build and operate affordable rental housing, and pay attention to giving play to the leading role of state-owned enterprises and institutions in developing affordable rental housing. In terms of supervision and management, it is proposed to strengthen information sharing and auditing among departments, speed up the docking of government service integration platforms, and gradually realize "one network operation".

In the implementation of supporting policies, the first is to simplify the approval process, streamline the items and links of project approval, build a rapid approval process, and improve the efficiency of project approval. All localities are required to clarify the application conditions, submission materials, workflow, processing time limit, etc. And announce it to the public. The second is to reduce the burden of taxes and fees. Housing rental enterprises rent affordable rental housing to individuals, or enterprises, institutions, social organizations and other organizations rent affordable rental housing to individuals and specialized large-scale housing rental enterprises, in accordance with the Announcement of the Ministry of Finance, State Taxation Administration of The People's Republic of China and the Ministry of Housing and Urban-Rural Development on Improving Tax Policies Related to Housing Leasing (No.2021), the corresponding preferential policies for value-added tax and property tax shall be implemented. Free of supporting fees for urban infrastructure for affordable rental housing projects. The third is to strengthen financial support, increase credit support, strengthen docking with financial institutions such as CDB, Agricultural Development Bank and China Construction Bank, and support the construction of affordable rental housing. It is planned to directly transfer the balance of employee housing provident fund account to pay rent, and it is planned to explore the use of housing provident fund to support the construction of affordable rental housing.

The "Implementation Opinions" proposes to implement the "14 th Five-Year Plan" for the development of affordable rental housing. Key cities such as Chengdu, Luzhou, Mianyang, Nanchong, Yibin and Dazhou should demonstrate the development of affordable rental housing, establish and improve the system and mechanism, comprehensively integrate all kinds of land, non-residential housing, idle housing and other resources, encourage market forces to participate, and vigorously develop affordable rental housing. Panzhihua, Deyang, Guangyuan, Guang 'an, Bazhong and other cities. In areas with more industrial workers and greater demand for housing rental, it is necessary to co-ordinate in-kind subsidies and lease security methods, rationally use land support policies, revitalize existing resources, and steadily develop affordable rental housing. Other cities should accurately grasp the demand for affordable rental housing, mainly through leasing subsidies to revitalize the stock of housing in the market and rebuild non-residential idle housing, and moderately develop affordable rental housing.
