In order to improve the living environment, since 2003, Zhengzhou City has included the Xiong 'er River in the comprehensive renovation of the central city, overcoming the problem of pollution interception in demolition, and implementing pollution interception, protection and demolition of the Xiong 'er River; In 2004, the government set up a special headquarters to afforest the banks of Xiong 'er River and build supporting facilities. In this year's top ten boutique street reconstruction projects, Xiongerhe Bridge on Zhengbian Road is also one of the reconstruction contents.

Xiong 'er River Bridge on Zhengbian Road was built in 1980s. It is in disrepair for a long time, with limited carrying capacity, only four lanes and weak traffic capacity, which is the main "bottleneck" of east-west traffic from east to west to Zhengbian Road. Because it can't be widened directly, the project department of Dongxi Street-Zhengbian Road decided to build a new bridge. On August 5, the pipeline of the old bridge began to move. According to the plan, after the completion of the South Canal, Jinshui River, Xiong 'er River and Qili River will be connected to divert the floods of these rivers and form a water network running through the south of the city.

In 2008, among the five projects of the municipal government to harness Jinshui River and Xiong 'er River, Xiong 'er River accounted for three projects: rain and sewage diversion project for unit households along the drainage system of Xiong 'er River; Pollution interception project in the upper reaches of Xiong 'er Hexi branch; Treatment of stagnant water in residential areas along Xiong 'er River (urban section).
