The district-level administrative center is set with the core landscape lake, facing south and facing the core landscape directly. Using the design method of axis symmetry, from south to north, it is the core landscape park, citizens' leisure square, municipal square, administrative main building, park green space and primary and secondary schools in turn. Both sides of the main administrative building are business office and commercial complex respectively, and cultural buildings are arranged on both sides of the citizens' leisure square.

Public facilities are centrally arranged around Liuqinghe, forming a public service center with the district administrative office center as the core. Through the traction of major commercial development axes such as Jinshan Road, Baoshan Road, Yinshan Road, Laihe Road, Chihe Road and Huaihe Road, the core functions of public services will be linked to the whole Langya New District. The business axis is connected in series with various functional landscape nodes to build a multi-level public service facility system. It has municipal significance in tourism reception, leisure and entertainment, industrial services and so on. At the same time, based on Langya District, a public service center in Langya District will be formed, and a community-level public service center will be formed in accordance with the planning and design specifications of urban residential areas. Make full use of the waterfront landscape space of Liu Qing River, form a waterfront public facilities belt, encourage the combined use of public facilities in function, encourage the compatibility of land, adapt to the development of economic industry, and consider the actual needs of Chuzhou citizens. Commercial and financial land formats mainly include large shopping malls, commercial complexes, commercial retail along the street, hypermarkets, small characteristic commercial streets and so on. Large-scale shopping malls and commercial complexes in Langya New District are centrally set up, located in the core service area of Gongx, with modern large-scale shopping malls and commercial gardens as the mainstay, forming a high-end commercial service center in northern Chuzhou. The main commercial streets are Baoshan Road, Yinshan Road, Laihe Road and Huaihe Road, forming a business development axis that radiates core vitality to the whole Langya New District. In addition, combined with the waterfront landscape of Liuqinghe, a small business district with characteristics is formed.

The main cultural and entertainment facilities are district-level civic activity center, cultural and entertainment complex, exhibition and performing arts center, etc. The main entertainment facilities are ecological leisure island, entertainment carnival and so on. Three medical and health points were identified, including a municipal hospital and two community hospitals.

The planned residential land is divided into 7 groups according to natural resources and roads. There are 2 high schools, 3 junior high schools and 6 primary schools, including 2 nine-year compulsory schools. The service radius of middle school is 1000m, and that of primary school is 500m m.

On the choice of river-crossing and railway-crossing routes, there are mainly Mingguang Road, Wei Zi Road, Xijian Road and Zunyang Street. The plan of the overpass bridge of Mingguang Road has been determined, and the overpass is used to connect Mingguang Road and Jinshan Road, forming a traffic protection circle around the old city. Wei Zi Road is of great significance. It is suggested to use the form of crossing the river to form a two-way four-lane road, which will closely link Langya New District with the old city group, the west city group and the south city group. At the same time, Wei Zi Road also connects Chuzhou Railway Station, Chuzhou Coach Station, Chuning Light Rail Station and other external transportation hubs. Xijian Road uses the existing underground passage to widen it, and plans to form an underground passage overpass bridge, which can closely link Langya New District with Chuzhou City. Zunyang Street connects Yinshan Road through an underground passage, which closely connects Langya New District with the old city.

Walking system includes landscape leisure walking system and commercial leisure walking system. Relying on Liuqinghe, internal ecological rivers and wetlands, core business district and main commercial street respectively. Greening landscape planning takes waterfront greening as a clue, connecting various open spaces and green space systems in series; Organize the urban internal open space system centered on ecological wetlands, urban parks and other urban public green spaces; Take road greening and strip parks as corridors to create green corridors; Take the group green space as a supplement to shape the image of a new city with beautiful environment.
