It is planned to form two major functional systems, namely, the protection and exhibition area of Miyagi ruins in Luoyang in Sui and Tang Dynasties and the Miyagi Park around the city, to fully display the Miyagi ruins, and to reproduce and restore the complete pattern of Miyagi with the system of city walls and gates.

Taking the site of Miyagi City Wall as the boundary, a pedestrian park avenue with a width of 10 to 15 meters will be formed, and the green space around the site will be controlled at a width of 20 to 50 meters, so as to create an open space of green corridors around Miyagi.

Miyagi Archaeological Site Park with unique international demonstration significance will be formed to serve the whole city as the cultural center of Sui and Tang Dynasties and the green heart of the city.
