Article 1 In order to strengthen the supervision and management of construction activities, maintain the order of the construction market and ensure the quality and safety of construction projects, these Measures are formulated in accordance with the Construction Law of People's Republic of China (PRC).

Article 2 Engaged in architectural decoration of various houses and their ancillary facilities, installation of supporting lines, pipelines and equipment, and construction of urban municipal infrastructure projects in People's Republic of China (PRC).

The construction unit shall, in accordance with the provisions of these Measures, apply to the construction administrative department of the people's government at or above the county level where the project is located (hereinafter referred to as the issuing authority) before the start of construction.
