There are five ways of land reform in Yunnan. In recent years, Yunnan Province has conscientiously implemented the Scientific Outlook on Development, based on the overall land use planning, with strict farmland protection as the core, carried out land market rectification, deepened the reform of land use system, and achieved phased results in land management.

Yunnan Province is a typical plateau mountainous area, with a per capita land area of about 13.3 mu. For a long time, our province has conscientiously implemented a series of principles and policies of the CPC Central Committee and the State Council on land and resources management. Under the leadership of the Ministry of Land and Resources and the provincial party committee and government, and under the guidance of Scientific Outlook on Development, we seized the opportunity to deepen reform and take measures to strengthen land management.

First, strengthen land requisition and transfer. Based on the Land Management Law of the People's Republic of China, the conversion of agricultural land and collective land expropriation shall be strictly examined and approved according to law. Since 2000, the province has reviewed and submitted 2754 reports on agricultural land conversion for non-agricultural construction and collective land expropriation. After strict examination, 78 cases of unreasonable land use were returned, and unreasonable land use was avoided 1723 hectares. The compensation standard for land acquisition was ordered to increase by 2 18 cases, and 3 cases of fraudulent construction land were corrected, effectively safeguarding the interests of landless farmers.

Two, strict land supply approval procedures. Third, pay close attention to land development and consolidation. Since the state organized land development and consolidation in a planned way in 200 1 year, Yunnan Province has successively formulated the Interim Measures for the Management of Land Development and Consolidation Projects in Yunnan Province and the Implementation Rules for the Management of Land Development and Consolidation Projects in Yunnan Province, actively promoted land consolidation, intensified land reclamation, moderately developed unused land, strengthened project management, and made positive progress in land development and consolidation.

Fourth, deepen the reform of land management system. In the aspect of land acquisition system, the unified annual output value and comprehensive land price of land acquisition are formulated, the compensation standard for land acquisition is reasonably determined, the government's land acquisition behavior is standardized, the compensation fairness is realized, and the legitimate rights and interests of land-expropriated farmers are safeguarded. At the same time, strictly control all links to ensure that land acquisition compensation calculates and pays in full according to law. Intensify the efforts to clean up and honor the compensation for land acquisition owed to farmers. In terms of land use system, we will further establish and improve the land use system in Yunnan Province, promote the standardization of paid land use, expand the scope of paid land use, and gradually realize two breakthroughs from towns to large and medium-sized cities and counties, and from small plots to large plots.

Five, actively promote the work of land purchasing and storage. Since 2000, Yunnan Province has vigorously promoted the construction of land acquisition and reserve system. Land purchase and reserve has played an important role in government monopolizing the primary land market, strengthening macro-control of the land market, strictly controlling the total land supply, revitalizing the existing land, optimizing the allocation of land resources, establishing and perfecting the land market management system, and realizing the market-oriented allocation of land resources. By the first half of 2006, the province had established 1 18 land acquisition and reserve institutions, with a total of 1936 land acquisitions.
