Hangzhou began to restrict even and odd numbers on September 20, 2023.

This measure aims to reduce traffic congestion and air pollution, and improve urban traffic efficiency and environmental quality. According to the regulations, the time limit is the morning and evening peak hours of the working day, and the restricted vehicles are determined according to the singularity and duality of the license plate number. The restricted area includes the main roads in the urban area and some surrounding areas. Citizens can make reasonable travel plans according to their license plate numbers, or choose alternative modes of travel such as public transportation and cycling.

In 2023, the West Lake Scenic Area in Hangzhou stipulated that all motor vehicles with small license plates would be restricted in the West Lake Scenic Area at 8:30- 17 on weekends and national holidays.

The geographical environment of Hangzhou

Hangzhou is located in the south wing of China Yangtze River Delta, the west end of Hangzhou Bay, the lower reaches of Qiantang River and the southern end of Beijing-Hangzhou Grand Canal. Located between 2911'-30 34' north latitude and 1820'- 128 east longitude, it is an important central city in the Yangtze River Delta and a transportation hub in the southeast of China. The geographic coordinates of the city center are 120 12' east and 30 16' north, with a total area of 16850 square kilometers. The city origin (zero kilometer sign) is located at the coordinate origin of Weizi Garden in Shangcheng District.

Hangzhou is located in the southern edge of the Yangtze River Delta and Qiantang River Basin, with complex and diverse topography. The western part of Hangzhou belongs to the hilly area of western Zhejiang, and the main mountain range is Tianmu Mountain. The eastern part belongs to the northern Zhejiang plain, with low terrain, dense river network, dense lakes and rich products, and has the typical characteristics of "Jiangnan Water Town".
