The city now has jurisdiction over 27 townships (towns) and sub-district offices, with a land area of 2,046 square kilometers and a total population of 900,000. Changning is known as "the hometown of eight treasures and the capital of metals", and is known as "the oil capital of China", "the lead capital of the world", "the hometown of Chinese fir and bamboo" and "the hometown of non-ferrous metals". There are also some scenic spots in our city, such as "Landscape Paradise", "Seal Kingdom" and "Charming Yaozhai", which are fascinating. Changning is the pearl of southern Hunan and a hot spot for reform. Our city has a good economic foundation and preferential policies. More than 20 foreign and Hong Kong, Macao and Taiwan enterprises have taken root in Changning, and 150 domestic enterprises have achieved fruitful results in Changning. Changning adheres to the strategic goal of "focusing on people's livelihood, focusing on finance, focusing on projects, focusing on investment and focusing on services". () In the past three years, the fiscal revenue has increased by 1 100 million yuan every year, and the total economic output ranks 14 in the whole province. Changning Municipal Party Committee and Municipal Government pays special attention to people's livelihood. People enjoy the benefits of public finance, implement free public transportation and exempt farmland water charges. Urban construction is to expand the city, improve the quality, increase the speed of development and move towards a better future.

However, our city is also a region with frequent natural disasters and underdeveloped economy, with many kinds of disasters, wide distribution, high frequency and heavy losses. The task of disaster prevention, mitigation and relief in our city is very heavy.

In recent years, under the care and guidance of the superior civil affairs department, the civil affairs work of our city has always adhered to the purpose of "people-oriented, solving problems for the people", paid attention to people's livelihood, implemented civil rights, safeguarded the interests of the masses, closely focused on building a harmonious society and promoting the overall situation of enriching the people and strengthening the city, and carried out various civil affairs work in a solid manner, and the civil affairs cause has developed by leaps and bounds. In particular, our city has made gratifying achievements in disaster prevention, mitigation and relief. Especially last year, our city overcame the once-in-a-century low-temperature freezing rain, snow and ice disaster, successfully completed the Wenchuan earthquake relief support task, and made due contributions to the social stability and economic development in the disaster-stricken areas.

The convening of this meeting in our city is a spur and encouragement to our future work.
