Notice of Guangping County, Handan City on Checking Negative Certificates of Nucleic Acid Detection in Public Places

Dear residents and friends, enterprises and institutions in various counties:

In order to consolidate the hard-won achievements of epidemic prevention and control in our county and prevent the risk of epidemic spread, according to the requirements of epidemic prevention and control in provinces and cities, the county leading group for epidemic prevention and control decided to study, and now the relevant matters concerning the negative proof of nucleic acid detection in public places in our county are notified as follows:

I. Scope of inspection

1. Personnel who enter party and government organs, enterprises and institutions, schools at all levels and other social units;

2. Personnel entering supermarkets, hotels, scenic spots, farmers' markets, parks and gardens, three halls and two centers, cinemas, chess and cards rooms, Internet cafes, karaoke halls, teahouses, basketball courts, badminton halls, swimming pools, public bathrooms, barbershops, beauty salons, pension institutions, funeral parlours, construction sites and other public places;

3. People who enter railway stations, bus stations and other traffic stations and take public transport such as buses, taxis and online car rides;

Second, the inspection method

Since June 1 day, the system of "one test, one sweep and three inspections" has been strictly implemented for those who enter the above places and take public transport in the county. Those who are abnormal in "one test, one sweep and three tests" and those who have no negative records in nucleic acid testing within 96 hours are not allowed to enter the above places or take public transportation. At the same time, inspectors should report to the competent leaders and superior departments at the first time. When special people go to public places, their colleagues who live with them must have a negative nucleic acid test certificate within 96 hours.

Third, the inspection responsibility

Earnestly fulfill the "quartet" responsibility of epidemic prevention and control, and all departments at the township and county levels should co-ordinate the inspection of negative proof of nucleic acid detection in public places and the normalization of nucleic acid screening in COVID-19. Departments in charge of various industries shall, in accordance with the requirements of "controlling the epidemic situation in production, controlling the epidemic situation in industry and controlling the epidemic situation in development", promptly urge and guide their own industries and units to strictly implement the negative certificate inspection of nucleic acid detection. All organs, enterprises and institutions should conscientiously perform their main responsibilities and standardize the negative certificate inspection of nucleic acid detection for their own personnel and visitors. All kinds of public * * places business units should do a good job in personnel training, set up obvious signs in a prominent position at the entrance of the place to remind the masses to check the negative certificate of nucleic acid test within 96 hours before entering the place, and arrange special personnel to check the negative certificate of nucleic acid test one by one for the personnel entering the place. Units that do not support the inspection work and fail to perform the inspection responsibilities, as well as individuals who refuse to cooperate with the inspection work, disturb the order, conceal, falsely report or falsify the nucleic acid detection information, will be seriously investigated for responsibility according to the law and regulations.
