First, in recent years, the county's education has made great progress and outstanding achievements, which are worthy of full affirmation and summary.

1, actively seize the opportunity, and the overall strength of education will leap to a new level. Since 2003, the total investment in education in the county has reached 2.895 billion yuan, and the investment in education has increased from 440 million yuan to 770 million yuan. The investment in education infrastructure at the county and town levels is nearly 654.38 billion yuan, and nearly 400,000 square meters of school buildings have been built, renovated and expanded. Jianhu Middle School, Vocational Education Center Phase II, Tibet Ethnic Middle School, Ke Qiao Junior Middle School, Qianqing Town School, maan town Middle School and Yangxun School were successively built. At present, the school has truly become the most beautiful building in Shaoxing County, a landmark building in many township streets, and its infrastructure has reached the leading position in the whole city and even the whole province. In 2003, all the 9 towns (streets) in the county/KLOC-0 became the strong towns in education in the province and the "nine towns in higher education" in the city. By the end of 2006, 8 towns and streets had become towns (streets) with basically modernized municipal education, and a large number of schools had become national, provincial and municipal key demonstration schools. At present, the county's educational strength and level can be said to be the first in the province.

2. There are many bright spots in grasping the main line of development and coordinating the development of urban and rural education. Adhere to the scientific concept of educational development as the guide, take the overall planning of urban and rural education development as the main line, comprehensively deepen the comprehensive reform of rural education, creatively put forward a new education management system of "county-level overall planning and county-oriented" in the province, and realized the overall management of 85% agricultural subsidies at the county level. Deepen the reform of rural compulsory education funds guarantee mechanism, formulate management measures and regulations for the use of public funds for compulsory education, ensure the safe, efficient and smooth use of education funds, and effectively improve the level of county compulsory education guarantee. Innovating the "four overall plans" working mechanism of education development planning, fund management, teacher allocation, network adjustment and school construction, and establishing 19 town (street) education management committee, there are many bright spots in the balanced development of rural areas, and the coordinated development of urban and rural education has obviously accelerated.

3. Deepening reform and innovation has significantly enhanced the vitality of education development. Grasp the reform of school-running mechanism. Coordinate and integrate all kinds of educational resources to effectively revitalize a large number of educational stock resources; Establish state-owned and private Yucai middle schools, set up Xiao Ke Education Group and Experimental Middle School Education Group, and expand quality education resources; Vigorously support private education, textile city high school successfully held; Innovate the education policy of migrant workers' children and effectively solve the problem of 25 thousand migrant workers' children going to school; The establishment of accounting center, education service center and teacher development center has improved the functions of education supervision and service. Grasp the reform of internal management system. Focusing on system construction, we standardized and optimized working procedures, target management, operation mechanism and team building, and established and improved the system mechanism of managing people and promoting things with systems. Do a good job in reforming the personnel distribution system. We will promote the teaching service period and reasonable mobility system for teachers in urban and rural areas, and the income and treatment of teachers will be improved rapidly. Through the reform, we have found a new way of development that is suitable for our county and has its own characteristics. This series of reform work is carried out on the track of institutionalization, legalization and regularization proposed by the county party Committee and the government. At present, various reforms are progressing smoothly with remarkable results.

4. Serve the economic construction and realize the rapid development of vocational education. Complete the second phase of the construction of vocational education center, so that it will continue to maintain the leading edge in the province. Hold a county-wide vocational education work conference, actively build a demonstration base for training skilled personnel in advanced manufacturing industries, and vigorously train skilled technicians. 17 has become a provincial and municipal demonstration major. Actively integrate vocational education resources, initiate the national "three-single-system" farmer training model, build county adult education centers and seven regional adult education centers, and solidly promote the "three major training projects" and new farmers' quality improvement projects. Fully implementing the party's education policy and promoting quality education, the quality of education in the county has always been at the forefront of the whole city and even the whole province: the enrollment rate of high school students and the online rate of college entrance examination have increased from 85.53% and 75.54% at the end of the Ninth Five-Year Plan to 98% and 94.3% in 2006, respectively, by 12.5 and 19 percentage points, and the online rate has increased for five years. 59 people entered Peking University and Tsinghua, and 17 people became flight students.

These achievements have benefited from the great attention paid by the county party committee and government to education, the strong support from all walks of life, and the hard work of educators in the county. Two, the current development and reform of education in our county is facing new situations and new requirements.

1. The harmonious development of science puts forward new requirements for education. Scientific harmony is the core idea in a series of theoretical innovations and strategic arrangements, such as the Party's Scientific Outlook on Development and the construction of a harmonious socialist society. This is the further development of Deng Xiaoping Theory and Theory of Three Represents, the latest theoretical achievement of Marxism in China, and our current theoretical guide. Adhering to scientific harmony in education is to promote the harmonious development of educational science. Further, we must adhere to the people-oriented principle and let the educational achievements benefit all the people; It is to improve the quality of the whole people through education and promote the all-round development of people; It is through improving people's quality to realize the comprehensive, coordinated and sustainable development of economy, politics, culture and society, and realize the overall harmony of society. Admittedly, these requirements are quite high and can never be realized in a short time. But you must practice hard. As educators, we must firmly establish and adhere to the concept of scientific and harmonious development, which is an important prerequisite for solving many educational problems, realizing the harmonious development of educational science and promoting educational equity at this stage. All present here are secretaries and principals. They are the leaders of education in Shaoxing County and have made outstanding contributions. The new concept of scientific harmony not only refers to the examination, but also includes the education of all minors below high school, and also includes the important task of improving the quality of the people and the all-round development of politics, economy and culture in the county. 2. Economic and social development has put forward new requirements for education. In recent years, our county has achieved sound and rapid economic and social development around the working theme of "building an economic center and promoting development first". Faced with this development situation, how can education adapt to the status of a strong economic county? The main leaders of the county party Committee and the government put forward the first-class educational development goals and requirements of "emphasizing balanced development and ensuring being in the forefront". Since the beginning of this year, the county has continued to implement the "five strategies" according to the overall idea of promoting the development of county economy and social sciences, and made new breakthroughs in various tasks, such as the rapid promotion of the "6 1 1" project plan, more than half of the textile market transformation and upgrading project, the smooth development of the "two lakes" region, the promotion and development of the textile industry, the growth of leading enterprises in the industry, and the construction of new towns. In order to further optimize the economic structure, change the mode of development, and create new advantages for development, the Third Plenary Session of the 12th CPC Central Committee held recently proposed that accelerating the development of modern service industry should be regarded as the new economic growth point and strategic focus of structural adjustment in our county, giving priority to the development of education, and clearly required: under the premise of balanced development of compulsory education, we should highlight the optimal allocation of educational resources in Ke Qiao urban areas, strive to build the education brand of "Learning in Ke Qiao" and give full play to the role of education in gathering urban population. Under this background, how can our education system assess the situation, how to implement the brand of "learning in Ke Qiao", how to take the lead in developing commerce, industry and commerce and gathering popularity, and how to have new ideas and make new contributions to the development of modern service industry, a new economic growth point in the county.

People put forward new requirements for education. With the increasingly reasonable and perfect layout of educational outlets, the full implementation of the "four projects" and the free education policy, and the coordinated development of preschool education, compulsory education and senior high school education, our county has completed fifteen years of high-standard education ahead of schedule. However, with the great enrichment and improvement of people's material living standards, especially in our county, the per capita GDP has reached the development stage of more than 8,000 US dollars, and the people's demand for quality education is also growing day by day. People are eager to let their children enter famous schools and receive quality education. This is not only the people's subjective demand for education development, but also the choice made to meet the needs of economic and social development, especially employment and entrepreneurship. As educators, we must focus on the educational needs of the people, actively guide and strive to improve the quality of education, expand the coverage of quality education, and wholeheartedly meet the needs of the people. Only in this way can we run a satisfactory education for the people.

4. The development of education itself also puts forward new requirements. On the one hand, with the deepening of the reform of education system and mechanism, especially the implementation of the reform of compulsory education funds guarantee mechanism in recent years, the contradiction between the high standard and high demand of the new mechanism and the original education funds management system has become increasingly prominent. To solve this problem, not only the efforts of the education department itself, but also the support and cooperation of government departments at all levels are needed. On the other hand, with the popularization and implementation of curriculum reform and the establishment of people-oriented educational concept, education is increasingly showing the characteristics of personalization and diversification. Individualization means that education pays more and more attention to everyone's needs; Diversity means that education must meet the needs of the whole society in many aspects. This series of new changes and requirements has also greatly changed the educational concept and mode, and promoted the further deepening of educational reform and opening up.

Facing the new situation and new requirements, as educators, we must clearly realize the great responsibility and arduous task.

Third, some hopes and requirements for the next stage of educational reform and development

1. Optimize the allocation of educational resources in the new county. Focusing on the goal of building the county government into an "international textile capital and a modern business city", we should highlight key points and concentrate on optimizing urban educational resources. At present, we should focus on the expansion and new construction projects of Guan Shu primary school, Ren Li primary school and Huashe junior high school to ensure the smooth completion of the three school projects in autumn 2009; It is necessary to further study the characteristics and development laws of urban education, promote the collectivization of urban education, expand high-quality educational resources in urban areas, build a brand of "learning in Ke Qiao", actively promote urban population agglomeration and commercial prosperity, and serve the construction of a modern new county in Ke Qiao. The implementation of projects such as "International Textile Capital, Modern Trade City" and "6 1 1" will bring new economic growth points to Ke Qiao and great development opportunities to education. However, the completion of "6 1 1" and "Textile Capital" needs to gather popularity. The development of public services, such as education and medical care, will play a very important role in gathering popularity, so it is up to the principals, secretaries and backbones of the education bureaus present here to brainstorm and make suggestions, so as to do a good job in the article "Studying in Ke Qiao".

2. Coordinate the development of education in the county. Overall planning is to focus on the overall situation, give consideration to all parties, highlight key points, grasp key points, and ensure the coordinated and balanced development of county education. 4. Strengthen quality education. The core of implementing quality education in an all-round way is to solve the major problems of who to train and how to train people. Quality education is an education for all students, focusing on their all-round development and improving their ideological and moral quality, scientific and cultural quality and health quality. 5. Actively optimize the construction of teaching staff. The main body of developing education lies in teachers. Doing a good job in teacher training can get twice the result with half the effort. Spiritual shaping is very important in teacher training. Teachers should advocate this profession and have love for children. A principal who doesn't love teachers and students will not be a good principal; A teacher who doesn't love children will not be a teacher with a conscience. All the mothers in the world are full of love for their children and hope that their children will surpass themselves. If all teachers have maternal feelings, they will try their best to teach and educate people. Secondly, we should strengthen the professional training of teachers. Only when teachers have excellent professional ability can they educate high-quality students. This time, the Education Bureau started the practice of teacher training in the whole county, which I think will bring fundamental changes to the improvement of education quality. Moreover, this practice should be regular and fixed as a system to comprehensively improve the overall quality and professional ability of teachers. 7. Committed to running schools and teaching according to law. Running schools and administering education according to law is the inevitable trend of education development, and it is also the inevitable requirement of healthy development of education. It is necessary to further improve the "county-oriented" education management system and strengthen the government's guarantee for compulsory education. It is necessary to effectively standardize school-running behavior, strengthen the construction of school spirit, study style and system, and open all courses as planned. Fully implement the "sunshine enrollment", effectively prevent and stop all kinds of indiscriminate enrollment, and strictly manage fees.
