Can the row house fence be changed into an iron fence?

You can't. According to Article 43 of China's "Regulations on the Management of Residential Owners", the row houses hedges in residential quarters are all planned and designed in a unified way, and cannot be modified at will. If we want to comply with the relevant regulations of urban and rural construction management, the housing for urban and rural construction in China must go through strict examination and approval procedures according to law.
