To become a civil servant, you must meet the following three conditions:

1. People who perform official duties according to law, that is, people who engage in official activities according to law and do not work for themselves or private enterprises or organizations;

2, into the state administrative establishment, must be included in the state administrative establishment sequence, to perform public duties. The word "business office" has many uses in practice. In addition to administrative establishment, there are also political and legal establishment, state establishment and organ establishment. The "establishment" here refers to all kinds of institutional sequences and personnel managed by the state establishment management organs, not limited to the establishment of administrative organs;

3. Wages and benefits are borne by the state finance, and the state provides them with guarantees such as wages, retirement and benefits. Civil servants belong to those who are financially supported by the state, but not all those who are financially supported are civil servants. A large part of financial support personnel, such as teachers in public schools and researchers in scientific research institutes, are not civil servants because they do not have the other two conditions, although their wages and benefits are borne by the state.
