Is it the Great Emperor Wei Zi or the Great Fengdu Emperor?

In hell, Yan Luowang is definitely not the supreme ruler, and the most powerful in hell is actually Fengdu Emperor, not to mention Yan Luowang. Even the Earth Treasure King and Bodhisattva have to listen to Fengdu Emperor.

As we all know, the jade emperor is actually the master of the three realms, and the hell actually belongs to one of the three realms. According to the truth, hell must also be under the jurisdiction of the jade emperor, but the jade emperor seldom asks people in hell at ordinary times, so he appointed Fengdu Emperor as the protector, and Fengdu Emperor's position in hell is particularly high, which is equivalent to the jade emperor in heaven. After taking over the hell, Fengdu Emperor also formulated many manageable systems. In hell, Fengdu Emperor is the absolute master, and Fengdu Emperor is also called the master of all souls.

When watching Journey to the West, many people may mistakenly think that Hell is the ruler of the underworld. In fact, Hell is just a small official in the underworld. In order to facilitate the daily management of hell, Fengdu Emperor has also formulated a corresponding hierarchy. The hell is always divided into ten halls, and each hall has a Yan, which is what we usually call the Ten Halls Yan. These eunuchs are usually only responsible for some things within their own jurisdiction, and according to the regulations, they should report to them regularly. Therefore, although Yan has certain rights in the hell, he is not the supreme ruler.

In addition to the terrifying, many people may think that the Bodhisattva, the Earth Treasure King, is the supreme ruler of the underworld, but this is actually wrong. Strictly speaking, the Bodhisattva Ksitigarbha is a Buddhist. In fact, the Bodhisattva Diksitigarbha could have become a Buddha long ago, but the ambition of the Bodhisattva Diksitigarbha is to spend his life in the underworld. To put it bluntly, the Bodhisattva Diksitigarbha actually doesn't ask too many mundane things, let alone yearn for too many power struggles. Because these are not the original intentions of the Bodhisattva Diksitigarbha, he is naturally not the master of the underworld.
