Expressway is an important support and guarantee for the development of national economy. After years of development, the expressway mileage in our province has reached 5348 kilometers, and the expressway network has basically taken shape, which has effectively promoted the economic and social development of the province. During the "Thirteenth Five-Year Plan" period, highways in our province should constantly improve the road network structure, enhance the traffic service capacity, and plan to open to traffic for 7,600 kilometers, and widen and transform some trunk highways. In order to speed up the development of expressways, with the consent of the provincial government, we hereby put forward the following opinions:

The first is to strengthen planning guidance.

(1) Strengthen planning rigid constraints. According to the Medium and Long-term Planning of Expressway Network in Shandong Province (20 14-2030), it is necessary to strictly manage the construction procedures of expressway projects, maintain the seriousness of planning, actively carry out preliminary work for the projects included in the planning, implement the construction conditions, increase the promotion, complete the construction tasks according to the planning time limit, and enhance the planning execution.

(2) Improve the planning adjustment mechanism. Study and establish a regular evaluation and adjustment mechanism for planning, improve, adjust and revise the planning in a timely manner according to changes in economic and social development, and adjust investment and financing policies accordingly. Due to the urgent need to implement the national development strategy, local adjustments can be made in due course.

(3) Reform the planning management mode. Adhere to the principle of combining unified planning with graded responsibility, and whoever invests will benefit, and fully mobilize the enthusiasm of provinces, autonomous regions and municipalities to build expressways. The Provincial Department of Transportation is responsible for the supervision and management of highway planning and implementation in the whole province, and timely carries out the bidding for new project investors. Municipal governments with districts can put forward project proposals in combination with the actual regional economic development, and several municipal governments with districts can jointly put forward cross-regional project proposals, which will be submitted to the provincial government for approval as the main body of project implementation to be responsible for investors' bidding. The provincial government authorizes relevant departments to sign investment agreements with investors, and the municipal governments with districts are responsible for project promotion.

Second, deepen the reform of investment and financing system.

Highway enterprises can raise funds by issuing corporate bonds, project income bills, medium-term bills, short-term financing bills and asset securitization, so as to realize diversification of financing channels.

(2) Accelerate the implementation of PPP projects. Through the cooperation mode of government and social capital, social capital is encouraged to participate in the investment, construction, operation and maintenance of expressways and give full play to their respective advantages. Actively use the Shandong provincial government and social capital cooperation (PPP) development fund, and actively support projects such as expressways that have passed the value-for-money evaluation and financial affordability demonstration and are included in the provincial PPP project reserve.

(3) Encourage local governments to participate in expressway construction. Local governments can entrust their investment institutions to invest in expressways according to a certain proportion, and can be entrusted by investors to undertake the work of farmland occupation and compensation balance, land acquisition and demolition, compensation and resettlement, etc. , you can also share the expenses such as the balance of cultivated land occupation and compensation, land acquisition and demolition, compensation and resettlement according to the price assessed by a qualified third party, and form a project company with investors to invest in the construction of expressways. Encourage powerful enterprises to invest in the construction of expressways.

Third, increase policy support.

(1) Give financial policy support. (2) Encourage new projects to implement comprehensive land development. Encourage diversified management of new expressway projects. (3) Support the balance of cultivated land occupation and compensation. For the project whose investors have been confirmed before February 3 15+06+3 1, the project owner shall pay the balance fee of cultivated land occupation and compensation to the district and municipal governments in full and on time according to the current policy standards, and the district and municipal governments shall be responsible for solving the insufficient part. Follow-up projects, the balance of cultivated land occupation and compensation costs are fully included in the investment budget and borne by investors.

The Provincial Department of Transportation shall, in conjunction with the price and financial departments, comprehensively evaluate the project traffic volume, construction cost, project income, charging period and other factors, and reasonably determine the toll charging standard.

(5) Encourage local governments to give appropriate subsidies to projects with low return on investment. For the newly started expressway projects in the 13th Five-Year Plan, if the fees are not enough to meet the cost recovery and reasonable return of social capital or project companies, and the costs cannot be fully covered after taking policy support measures, local governments along the line are encouraged to give appropriate financial subsidies after evaluation and calculation.

Fourth, reasonably determine the relevant powers.

The municipal government of the district where the project is located is responsible for the examination and approval procedures for the construction land of the main line project and the connecting line project, and is responsible for the land acquisition, demolition and investment of small bridges and culverts on the subgrade. The land use right of the connecting line project land is provided to the local government according to law, and the connecting line will be managed and maintained by the local government after completion.

(2) Reasonably determine the responsible subject beyond the project design standards. The project route and technical standards shall be implemented in accordance with the planning and relevant national norms. If it is really necessary to change the scale and standard of overpasses, viaducts and other structures due to local economic and social development and other factors, under the premise of meeting the requirements of specifications and examination and approval departments, the increased costs shall be borne by the government or unit that proposes to change the content of the project construction in accordance with the principle of "whoever advocates is responsible".

(3) Advance the preliminary work of the project. The municipal government with districts can set up preliminary working groups, give play to the advantages of coordination, speed up the pace of work, and be responsible for the preliminary work of the project. For projects in which the project investors independently carry out preliminary work, the municipal government with districts should take the initiative to set up coordination service agencies to assist investors in carrying out various tasks and create a good investment environment.

(4) Optimize the project approval process. The expressway projects listed in the Medium and Long-term Planning of Shandong Expressway Network (20 14-2030) are regarded as projects, and the feasibility study report or project application report can be directly examined and approved. The supporting documents required for the project shall not be placed in front of the other party, unless clearly stipulated by law. For other special reports that have been demonstrated, the demonstration will not be repeated in the project EIA report, and the relevant demonstration and emergency plan for the crossing of drinking water source protection areas will be accepted as the annex of the EIA report. Matters that belong to the national examination and approval should minimize the examination and approval time in the province, and the relevant departments of the provincial government should take the initiative to report and coordinate.

(five) to speed up the project land use procedures. The municipal government with districts where the project is located shall closely cooperate with the relevant departments of the provincial government. On the premise of safeguarding the interests of the masses, highway projects approved by the state involve the occupation of cultivated land. In principle, it is necessary to "make up first and then occupy". If it is really difficult to "occupy first and then make up", on the basis of implementing the balance plan of cultivated land occupation and compensation and the required funds, the relevant land acquisition procedures can be handled by means of "occupying while making up", but the task of balancing cultivated land occupation and compensation should be completed before the project is completed.

(six) clear the main responsibility of government land acquisition and demolition. The municipal government with districts along the project is the main body responsible for the implementation of cultivated land occupation and compensation index, land acquisition and demolition, pipeline relocation, land acquisition compensation and resettlement, procedures for taking (abandoning) soil field and temporary land use, supplementing basic farmland, coordinating overlying minerals and maintaining the construction environment, and needs to coordinate related work. Governments at all levels along the expressway, transportation, public security and other departments should widely publicize, do a good job in land acquisition, demolition and resettlement according to law, and earnestly safeguard the legitimate rights and interests of land-expropriated farmers. At the same time, it is necessary to safeguard the legitimate rights and interests of project investors and construction units in accordance with the law, resolutely stop illegal acts such as bullying the city and seizing the project, truly form a new pattern of expressway construction led by the government, coordinated by departments, participated by many parties and supported by the masses, and create a good construction environment.

Five, improve the management and service level

(1) Strengthen the organization and leadership of project construction. Give full play to the role of the existing deliberative and coordinating bodies, strengthen the coordination and promotion of major transportation infrastructure construction in the province, coordinate and solve major problems in project construction, and regularly report the progress of the project. (2) Strengthen quality and safety management. Fully implement the supervision responsibility of relevant departments and the main responsibility of the construction unit, establish and improve the quality assurance system, and fully implement the standardization of expressway construction and the creation of "safe construction site". To strengthen the "three simultaneities" supervision and management of expressway safety facilities, it is necessary to design, construct, put into production and use simultaneously with the main project. When the expressway project is completed and accepted, the safety production supervision and the traffic management department of the public security organ shall be invited to participate. Traffic safety facilities that fail to pass the acceptance inspection shall not be opened to traffic. The law enforcement office of the traffic management department of the public security organ is unified with the expressway and put into use simultaneously with the expressway. Expressway should be installed with full coverage and high-definition video monitoring devices and safety protection facilities in accordance with the requirements of standards and specifications. The traffic administrative department of the public security organ shall strengthen the investigation and punishment of illegal acts such as damaging roads and ancillary facilities, illegally occupying emergency lanes, and evading tolls.

(3) Strengthen highway management. The highway management organization of the municipal government with districts shall send a highway management team to the expressways within its jurisdiction, and the highway management funds shall be fully guaranteed in the fiscal budget at the same level, and the office space shall be provided by the expressway management enterprises. Highway management agencies should strengthen highway inspections, investigate and stop all kinds of illegal acts that damage (endanger) highways, highway land and ancillary facilities according to law, and protect the safety of road products; It is necessary to strengthen the post-event supervision of road-related projects and off-highway signs.

(4) Improve the operational service level. Expressway management enterprises should strengthen maintenance and operation management to improve traffic efficiency. It is necessary to intensify the comprehensive improvement of service areas, strengthen the maintenance and renovation of service facilities, strengthen safety supervision, and enhance comprehensive service capabilities. Highway management agencies should improve and perfect the supervision mechanism, strengthen supervision and inspection, and urge relevant units to conscientiously implement various measures to effectively improve service quality.
