These two countries are huge cultural undertakings, and both emperors showed their rule by compiling documents to win the hearts of the people and consolidate their rule. Ji Xianlin's evaluation of Si Ku Jing achieved the goal of "benefiting the people", which broke the situation that a large number of books specially compiled by emperors in past dynasties were for private reading without restricting people's reading.
