Land index trading policy

The new policy of land index divides the land index relocation behavior into index transaction and index adjustment, and the index transaction is applicable to all construction projects. Cities and counties can use the land indicators reserved at the same level through the land indicators trading platform across county-level administrative regions within the province. Index adjustment is applicable to Shanxi transformation comprehensive reform demonstration zone and major transformation projects at or above the provincial level. As the main body of adjustment, the provincial government adjusts the reserved land indicators at all levels across administrative regions by means of paid price limit. At the same time, the "Trading Measures" divides the land indicators for adjusting transactions into supplementary cultivated land indicators, new cultivated land saving indicators and increase and decrease linked saving indicators. The first two categories include new cultivated land area, new grain output value and new paddy field area index respectively.

Legal basis: Interim Measures for Adjustment of Land Index Transaction in Shanxi Province

Article 2 The land indicators mentioned in these Measures include the following types:

(1) Supplementary cultivated land index refers to the index of supplementary cultivated land produced by non-agricultural construction projects that can occupy cultivated land through the implementation of land remediation projects, including the sub-index of newly-increased cultivated land area, newly-increased grain output value and newly-increased paddy field area.

(two) the new surplus index of cultivated land refers to the new surplus index of cultivated land formed by various means, including the new cultivated land area, the new grain output value and the new paddy field area.

(III) Increase or decrease linked savings index refers to the increase or decrease linked projects of urban and rural construction land approved and implemented by poverty-stricken counties in the province, and the increase or decrease linked index of savings after deducting cultivated land area (turnover index) from the land index used for farmers' resettlement in the project area. Article 3 The term "land index transaction" as mentioned in these Measures refers to the behavior of people's governments at the city and county levels to use the land index reserved at the corresponding level through the land index trading platform of Shanxi Province and through the open bidding transaction across the administrative regions of cities and counties in the whole province. The term "adjustment of land use indicators" as mentioned in these Measures refers to the behavior of the provincial people's government to adjust the use of some land use indicators at the provincial, city and county levels in order to ensure the balance between major transformation projects at or above the provincial level and Shanxi transformation comprehensive reform demonstration zone. The specific work shall be undertaken by the Provincial Department of Natural Resources.
