Basic farmland refers to the cultivated land that is not allowed to be occupied in China according to the demand of population and social and economic development for agricultural products in a certain period and the overall land use planning.

The Ministry of Land and Resources issued the Notice on Full Implementation of Special Protection for Permanent Basic Farmland (hereinafter referred to as the Notice), proposing to consolidate and delimit the achievements of permanent basic farmland. Hold the control line of permanent basic farmland, and the designated permanent basic farmland, especially the permanent basic farmland around the city, shall not be adjusted and occupied at will in principle.

If major construction projects and ecological construction are approved by the State Council to occupy or adjust permanent basic farmland, a considerable amount and quality of permanent basic farmland shall be supplemented in accordance with relevant requirements. Coordinate the connection between permanent basic farmland protection and various plans, and coordinate the delineation of three control lines: ecological protection red line, permanent basic farmland and urban development boundary.
