NDS: Why can't the windmill in the legend of zelda Phantom Hourglass Wind Island be blown with wheat?

Not all windmills can blow. There is a platform in front of the windmill valley with a map on it. Compare this map with your own map and mark it (one * * * three). Then dive into the wind valley and go to the marked place. It takes about 2 or 3 seconds to blow, and the rest can't be blown. If you still don't play, it's probably the microphone.
