After shuffling, count from top to bottom:

The 7th card is placed in position ①.

The eighth card is placed in position ②.

The ninth card is placed in position ③.

10 card is placed in position ④.

1 1 card in the ⑤ position.

12 card is placed in position ⑥.

13 card is placed in position ⑦.

14 card in position.

①-④ stands for "Yes".

⑤-⑧ stands for "No".

Meaning of card position:

The answer is which side has more people.

If the number of people in favor and against is the same, the answer to the question is half and half.
