Who made up Duke Zhou?

Duke of Zhou was not written by Duke of Zhou, but later generations wrote it in his name, but it is impossible to verify who wrote it. The Duke of Zhou, formerly known as Ji Dan, was the fourth son of King Ji Chang of Zhou Wen and the younger brother of Zhou Wuwang. Duke Zhou's fief happened to be in "Zhou", so his family named him Duke Zhou.
