1. Rural collective land expropriation shall be implemented in Furong District, Tianxin District, Yuelu District, Kaifu District and Yuhua District, and the compensation for housing, production and living facilities, relocation, transition, timely removal, young crops, flowers and seedlings transplantation, collective facilities, and compensation standards for gravel yards, prefabricated yards and brick yards shall be adjusted. See Annex for specific compensation standards.

Second, the people's governments of Wangcheng District, Changsha County, Liuyang City and Ningxiang County may, in accordance with the requirements of this circular and in combination with local conditions, formulate compensation standards for ground attachments and young crops on rural collective land, which shall be implemented after being submitted to the provincial and municipal people's governments for approval.

Three, this compensation standard shall come into force as of the date of promulgation. Before the implementation of this compensation standard, if the announcement on the implementation of land acquisition compensation and resettlement scheme has been issued, it shall still be handled according to the original provisions.
