This sentence comes from the original hexagram of Zhouyi.
Original: rigid and soft intertwined, astronomy also; When civilization stops, so does human nature. Observe astronomy, observe the change of time, observe human nature and turn it into the world.
In the first half of the sentence, "observing astronomy to observe time changes" refers to mastering and understanding the changing law of natural phenomena through observation and analysis.
The second half says that to educate the people, we must first observe and study the civilized etiquette created by human society, understand and master its laws, and then formulate correct measures and methods to realize the goal of educating the world.
