The municipal, district and township (town) governments signed the responsibility book of farmland protection targets, and made it clear that the district and township governments should take overall responsibility for the monthly tasks of basic farmland protection areas, demonstration areas and basic farmland land consolidation within their respective administrative areas, with the top leaders as the first responsible persons. In order to strengthen the management, this year, the municipal government experts adjusted the leading group for the protection of cultivated land and basic farmland, with the "top leaders" of all districts and relevant departments as members and the deputy mayor in charge of land as the leader to lead the city's cultivated land protection work, so as to ensure that the amount of cultivated land in our city is not less than 527.84 square kilometers and the area of basic farmland protection is not less than 448 by the end of the Eleventh Five-Year Plan. To this end, the Municipal Bureau issued the Notice on Strengthening the Dynamic Inspection of Cultivated Land Protection, which clarified the responsible subject, regional scope, inspection content and inspection work requirements of the inspection, and established an account for the increase and decrease of cultivated land and basic farmland. In terms of policy, actively strive for the municipal government to issue the Notice on Strengthening the Construction of High-yield Farmland, further clarify the guiding ideology, objectives, tasks, work measures and responsible subjects of land consolidation and high-yield farmland construction, and make clear provisions on project application and construction, planning and design, quality and management, organization, leadership and guarantee. The "Interim Measures for Land Consolidation in Ezhou City" is also being widely consulted and deliberated. The introduction of these policies and measures has a strong guiding significance for the land consolidation of basic farmland and the construction of high-yield farmland in our city.

In terms of system, it has changed the previous practice of overall arrangement by the city, and implemented the construction of basic farmland land consolidation projects based on districts, with the Municipal Bureau responsible for supervision, linkage from top to bottom and overall promotion. 4. Pay attention to protection and promote development. The implementation of basic farmland land consolidation is an important means to actively protect cultivated land, a concrete manifestation of scientific development, and an important support point for the construction of new countryside. We have always regarded land consolidation of basic farmland and high-yield farmland construction as a major event, and regarded it as a popular project and a moral and political project to further improve the comprehensive agricultural production capacity, improve the production and living conditions of agricultural exhibitions, and promote agricultural efficiency, farmers' income and rural development. Always keep it in mind, grasp it in your hand, and implement it in action. Since the beginning of this year, in accordance with the overall requirements of building a new socialist countryside, relying on project construction, with "land leveling, irrigation area renovation, farmland protection and new rural construction" as the main content, and closely following "grid land consolidation, standardized water conservancy facilities construction and farmland ecological environment construction" as the main line, basic farmland land consolidation has been fully implemented. Mechanization of internal work, gridding of shelterbelts, and beautification and greening of village environment will be carried out with a high starting point and high standards. 5. Qi Xin joined forces to promote change. Cultivated land protection involves a wide range, legal policies, complicated situations and great difficulties. It is a comprehensive social system project and needs the strong support and cooperation of all sectors of society. As a land department, it has great responsibilities and arduous tasks. We are working hard around the "three transformations", that is, how to change the protection of cultivated land from a "one-man show" of the national land department to a "chorus" of the whole society; From responsibility to the combination of responsibility and encouragement; Turn passive into active. Through 100-day law enforcement actions, special law enforcement activities, such as clearing idle land, renovating small concentrator and brick kiln land, strictly investigated cases of illegally occupying cultivated land and destroying basic farmland, and some of them were transferred to judicial organs, which played a role in safeguarding legal dignity and sticking to the red line of cultivated land, greatly promoting the concern and great attention of the whole society to cultivated land protection.

Second, the problem and plan

Over the past year, although we have worked hard and made some achievements, there is still a big gap between the requirements of the national farmland protection work and the legal provisions, and there are still many shortcomings from the organizational leadership and the expectations of the whole society, mainly reflected in the "three noes": First, some places have not paid enough attention to the farmland protection work, and the personnel, responsibilities and measures have not been implemented, only in words and in writing. Second, the investment in the special work of farmland protection is not large, which seriously restricts the effective development of farmland protection; Third, the relationship between cultivated land protection is not smooth, and sometimes there is prevarication. The phenomenon of wrangling sometimes leads to the implementation of government decrees and work, which affects the normal work of farming and protection. In view of the existing problems, we must take effective measures and make great efforts to solve them We intend to strengthen our efforts in the following aspects:

1. Strengthen the protection of cultivated land, and further cooperate with the government to implement various tasks stipulated in the responsibility book of cultivated land protection. Carry out the construction of demonstration areas for basic farmland protection, effectively implement the personnel, funds, responsibilities, objectives, policies and measures for farmland protection, and promote the smooth development of farmland protection.

2, increase the balance of cultivated land occupation and compensation, and further improve the reserve index of cultivated land occupation and compensation. Actively strive for the improvement of policies related to the balance of cultivated land occupation and compensation, and mobilize all levels. The enthusiasm and initiative of the land department, and strive to complete the task of 4000 mu of cultivated land reserve index, in order to ensure the smooth progress of the examination and approval of construction land in our city.

3. Strengthen land development and consolidation and the construction of high-yield farmers, further serve the construction of new countryside in our city, organize the declaration and acceptance of land development and consolidation projects in Shangdi, and ensure that 2 to 4 provincial-level investment basic farmland land consolidation projects are settled in Ezhou.

4. Strengthen coordination and further rationalize the management relationship.
