Do the six hexagrams of the Book of Changes look down or down?

It is bottom-up, but the six hexagrams are divided into internal and external hexagrams. The upper three hexagrams are called external hexagrams, and the lower three are called internal hexagrams.

According to the reading method of hexagrams, it is from external hexagrams to internal hexagrams. Take your example: fire is on it.
