Provincial governments should continue to be "God of Wealth" instead of "shopkeepers", sink more financial resources and enhance the ability of grassroots to implement policies.

The draft strengthens the management and protection of cultivated land, especially permanent basic farmland, strictly abides by the red line of cultivated land protection, strictly controls the transformation of cultivated land, especially cultivated land into other agricultural land such as woodland and grassland, and strictly implements the system of "occupation and compensation" of cultivated land.

The draft refines the procedures for land expropriation, establishes a pre-announcement system for land expropriation, and standardizes expropriation compensation. It stipulates that if the relevant expenses are not paid in full, the land expropriation shall not be approved, and the right to know, participate and supervise the land-expropriated farmers shall be guaranteed.

In addition, the draft clearly guarantees farmers' reasonable homestead demand, regulates homestead management, and emphasizes the protection of farmers' homestead rights and interests obtained according to law. The draft also refines the land inspection system, strengthens supervision and inspection measures, establishes a dynamic inspection mechanism, and increases penalties for illegal acts such as destroying cultivated land, illegally occupying land, and refusing to fulfill land reclamation obligations, and increases penalties for "non-grain" cultivated land.
