Central organs: Three public offices and nine ministries and commissions are the central administrative organs. Sangong is the prime minister, an imperial envoy and Qiu. The Prime Minister is the highest official and assists the emperor in managing the administrative affairs of the country. Local institutions: the county system is implemented, and the country is divided into 36 counties. Each county has county guards, county officials, county orders, and censors. There are counties and roads under the county. Counties are appointed by the central government according to county orders. There are subordinate officials such as Xian Cheng, Xian Wei, Xian Sikong and Xian Sima. Tao is a county-level local institution where ethnic minorities live in compact communities. There are grassroots organizations such as townships, pavilions and villages below the county level.
